Eddie Maddock: The Two Faces of Sedona

Sedona AZGenerally speaking there are two sides to everything. Take coins for example. Heads and tails, neither of which is necessarily better than the other except, of course, when challenged during a “Heads or Tails” call on a bet. People in general have two sides, happy or sad, cheerful or gloomy, positive or negative, nice or nasty, sweet or bitter, and so on.

However has anyone ever considered the two faces, or sides, of incorporated Sedona? For one thing being intersected by two county boundaries, Coconino to the northeast and Yavapai heading southwest, automatically offers the first challenge of its two faced existence. The suggestion of forming a new county has surfaced, but so far and based even on Sedona’s incorporation, another change in power control has not been favorably received.

Adding to almost diametrically opposed circumstances, heading towards Cottonwood (Yavapai County) the topography just beyond Sedona City Limits becomes a substantial expanse of primarily open space while travelling in the opposite direction (Coconino County) terrain becomes and remains mountainous during the SR89A drive to Flagstaff. Then, there is the designated Federal Unique Waterway, Oak Creek, which is part of the ten percent of riparian habitat that remains in the desert Southwest. There is also the eastern portion of land towards the rim that has been designated as Wilderness Area, untouchable for development.

The State Highway follows the course of Oak Creek meandering through the Coconino National Forest: It is two lanes, widened modestly with passing lanes at strategic locations. The SR89A highway, as it continues, leaves Sedona City Limits prior to reaching Midgley Bridge and, therefore, extends beyond incorporated Sedona’s jurisdiction. A relatively meager amount of property has been developed here and there, with a couple of inconspicuous resorts strategically located. Understated development assists in maintaining the majestic landscape and, generally, scenic surroundings. However and not so fast, as everything else in this area continues to evidence more congestion, the situation in Oak Creek Canyon remains essentially the same – with the exception, of course, of increased traffic.

A recent ADOT traffic study found the majority of Sedona AZ traffic backs up miles to drive through the Sedona city limits and continues without stopping through Oak Creek canyon to reach Flagstaff and Grand Canyon.

Legitimate SR89A parking continues to be minimal, and illegal parking along the narrow two-lane highway becomes increasingly more problematic and dangerous. Just recently the Oak Creek Watershed Restoration assessment was finalized under the Red Rock Ranger District for the purpose of protecting and improving watershed conditions, maintaining a healthy riparian habitat for plants, and protecting wildlife. This will necessitate closing even more unauthorized roadside parking pullouts. Specifically, out of 59 existing pullouts, Arizona Department of Transportation intends to close 26 in addition to the larger pavement project currently in progress.

Considering this State Route was authorized to traverse through a national forest, under jurisdiction of the USFS National Environmental Policy Act, any consideration for it to ever become a four-lane highway remains highly unlikely if not impossible. A more feasible option in the distant future might be consideration to upgrade an existing dirt road extending from Schnebly Hill Road which, does in fact, connect with AZ I-17 just west of Flagstaff. But it might be suggested you don’t hold a breath for even one second in anticipation of witnessing such an event firsthand for a long, long time and possibly never.

While the Eastern face of Sedona has very limited vacant developable land available, it still remains the hot spot for tourists to shop. The uptown Sedona label established that designation many years before Sedona officially incorporated to become city status. This is an amazing contrast to the layout of Sedona’s other face heading to West Sedona.

Within the confines of Sedona City Limits, it is true that time has eaten up sizeable tracts of land with development of various types. Small strip malls have sprung up along the widened West SR89A corridor along with lodging facilities and numerous restaurants. However, Sedona’s other face at the “Y roundabout” tells a different story. The proposed redesign and implementation of SR89A highway slip-lanes has already uprooted businesses in a strip mall next to what was once the Chevron gas station. Except for one, the shops are vacant! And, at this writing, it’s possible that it, too, has shuttered its welcome sign!

So Sedona growth clearly has only one direction to occur which is outside Sedona City Limits via the SR89A route to Cottonwood. Although not within incorporated Sedona’s authorized jurisdiction, the city council had the opportunity to extend their disapproval of the proposed massive 700 mobile home and RV site rezoning of the El Rojo Grande Ranch development in November of 2018. Rezoning was denied.

Currently a new development seeking rezoning is on the Yavapai County drawing board: The developers of what is called Spring Creek Ranch are requesting a zone change on their property near Cornville, Arizona from rural residential in order to establish a higher density development. Because of intense public outcry, developers have downsized a request for rezoning to 2,100 housing units; 1,500 manufactured or site-built home lots, 200 may be used for recreational vehicle pads, 400 rental units, and a 200 unit assisted living facility. The Cornville Community Association among others intensely oppose this development.

A development of this magnitude can never happen on the other side of Sedona’s face specifically because geographically the terrain cannot accommodate it. Primarily in Sedona, the existence of Coconino County is rarely acknowledged despite remaining the tourist cash cow of Sedona. The larger part of incorporated Sedona lies within Yavapai County, including its Sedona City Hall.

Could it be there is a higher power in charge sending a message to convey that in spite of the beauty of the sun rising and setting on the exquisite red rocks of Sedona two faces still exist – and more than ever acknowledging and respecting their existence has never been more important?

One cannot spend just one half of a heads or tails coin. It’s a package deal, as is our two county Sedona. That extends even further. Every issue under discussion at a Sedona City Council meeting has at least two faces and isn’t it prudent for elected officials to keep that in mind when deciding direction?

    Two face says it all. This new Sedona not the one I was raised up in and not the one I’d come back to stay in. Last few times visiting made me stop missing it. Appreciate your article and can’t stand the idea of all that ugly going up in my desert and red hills. Nobody loves how few got to live there while all those others coveted it. You sold the peace for a few 2 face coins.

    Remember when people would do anything to live in Sedona? Not any more. Except for the tourist trap uptown, there are so many vacant retail shops in Sedona, and the population keeps dropping. Schools close, they allow hotels to be built across the street form the High School, which for any informed parent is a deal killer. You want to draw high tech businesses? Guess what geniuses, people that are drawn to high tech are young and want families. What will you tear down to fix it, the hotel or the high school? My bet is eventually the high school will close down for lack of students.

    Good job Chamber and recent councils, your greed and stupidity killed a town.

    Geographically the two-faces of Sedona are really quite lovely. What’s NOT so lovely are the apparently conniving operators at City Hall. Remember not too long ago when the Chamber of Commerce had so much extra cash they conveniently purchased that lot on Jordan Road (home of a former bank)? The intent was to deed it to the City of Sedona to erect a parking garage.

    Well guess what? A touching editorial in a local paper is now touting and encouraging the City to buy two lots on Forest Road across from the fire station. For what? To build a public parking garage. Say what???!!!??

    What will happen to the Jordan Road property? Another asset for the Chamber? Who do you suppose might benefit from real estate commissions on the sale/purchase of these lots? Are they being waived? Nobody did any work except shuffle papers to earn any commission, okay maybe $500 is a nice gift.

    Coincidentally the husband of the Pres/CEO of the Chamber of Commerce is in real estate. Maybe both of them might shed some light on these interesting and costly land transactions that apparently have become a focus for those folks at city hall? Just asking – and wondering???? (no accusations mind you, just wondering what their points of view of all this is?)

    If the city is so financially solid they can consider buying more property to erect a very costly public parking garage, that’s superb! How about they withdraw that half % bed tax and kick the C of C can down the road?

    In fact, with the current threat of spreading corona virus wouldn’t it be wise to cease and desist all wasteful spending because it’s very possible the tourist trade will subside considerably? Travel has already been substantially disrupted.

    On the other side of this twofaced coin, will the C of C and their buddies at city hall including city council take the unfortunate situation as another opportunity to excuse and even encourage more money grab of tax revenue by the C of C? As if they will be the saviors to combat a worldwide disease that’s running amok?

    Is this ongoing BS with the C of C a challenge to find out if Karma is also two faced?

    Bye bye birdie ALL are selling rooms now. Hundreds of affordable housing units converted into sellable rooms.

    Sad but true. Hotels are the root cause. Check out the Chambers website. All the lodging buddies bought up housing apartments and employee housing and SELL them as short term rentals.

    It is NOT the residents job to provide affordable housing.

They even went against the attorney general by stating the illegal funding was coming from the bed tax. Write your representatives and the attorney general. Fill out the survey and let them know how disgusted you are that this city keeps contributing to the ruination of sedona by gifting millions to a special interest group with 75% of their members outside city limits. Vote out all city council members who have contributed to this fleecing of the citizens of sedona.

    Your and hotel and motel owner vomit about Airbnb is because you are competing with them — because you don’t see all those real mortgage paying folks and local businesses being helped by those Airbnb dollars complaining. I’ve seen several Airbnb and other vacation site guests and not once did they seem any different than those who rent Sedona vacation timeshares and you all profess to love timeshares for their $$$.

    Wish I could say that the city manager and the city council, which follows blindly what he recommends without questioning, had “two faces.” The reality is that they don’t need two faces because they don’t even bother pretending that they serve any master but the Lodging Council and the Chamber of Commerce. They simply either ignore what residents want, or come up with biased questions on “community input surveys” to find out about “budget priorities.” Take the survey referenced in another comment and you will see that we are not even given options to express an opinion to reduce funding to the chamber or ask for more money to repair our streets, improve our parks facilities or offer recreation classes.

    It’s all about trying to cook the books to present “input” to the city council to justify the continuing of the improper relationship this city has with the chamber of commerce and the Lodging Council. Sadly, the members of the city council are either so ignorant of statistics or good business operations, or lazy, or completely out of touch, that they don’t even question this.

    I am not among the people who don’t want a city at all, but I am disgusted with the way the city is run and the way city council operates, and will take every chance I can get to vote for someone new. At least that way there is a possibility that the city council might finally begin thinking for themselves and asking some hard questions about the way city business is being conducted.

    Must disagree @JJ. How can you think the city isn’t two faced when they originally pledged to seek Requests for Proposals after the first year of the chamber contract? Then city manager Justin Clifton took it upon himself to extend funding the chamber for an additional 8 years. Completely omitting the original commitment.

    Then in the meantime the chamber so graciously bought the Jordan Road property on behalf of the city (covering their asses might be more appropriate?)

    Vice Mayor John Martinez was quoted in a Red Rock News article dated Feb. 28, 2020, as follows: “Let’s finally do something and let’s not kick the can down the road” in reference to a report on city council’s pursuit to purchase two lots on Forest Road for a public parking structure.

    The Jordan Road lot purchase by the regional but misnamed Sedona Chamber of Commerce ( presently reflects some kind of “tourist bureau”) most definitely was done so on behalf of the City of Sedona.

    If those at City Hall (staff and city council) now ignore that little FACT – Jordan Road property purchased by chamber of chamber of commerce on city’s behalf in order to compensate for city’s over-payment to them – then doesn’t that more than justify “Our opinion: = Two faced double crossing liars.” @Sedona City Residents.

    Eddie, good luck getting any kind of sensible answer from city council member John Martinez, the guy who probably does the least amount of thinking or homework. The only two council members who put any thought into how they vote are John Currivan and Bill Chisholm. The rest just do whatever the (deleted by editor) city manager asks them to do, and his only interest is continuing to support the Lodging Council and the chamber of commerce and pushing for more “improvements” and development.

    The idea for a parking garage on Forest Rd is ridiculous. Tear down the building on Jordan Rd to make more spaces and expand the existing parking lot near Wayside Chapel where there’s plenty of wasted space, and you don’t need to spend millions of dollars buying land and building an ugly, unneeded structure in an already very congested area.

    Oh yeah, and while we’re razing land and spending millions to build a new parking garage instead of working with the land we’ve got and is already paved over, we’re giving the chamber of commerce money to study “sustainability.” Right.

    BTW, and just why do you suppose apparently incorporated Sedona isn’t considering the Jordan Rd. property purchased by the chamber of commerce “on behalf of the city” for the public parking structure (located in Coconino County – City of Sedona)? Seems like a logical question. Unless, of course, it’s another “sweetheart deal” in the works for the “regional” C of C? Maybe another location for them in order to facilitate promoting all their members outside Sedona City Limits? Those who do NOT contribute to Sedona City taxes? Isn’t Vice Mayor Martinez an avid supporter of the city/chamber connection?

    Scrolling back to locate it was worthwhile because we (me and my wife) were not aware of the comment made by Vice Mayor Martinez to move forward on purchasing two additional lots uptown for a public parking facility. As residents of uptown Sedona we were under the impression the Jordan Road property purchased with Sedona city revenue by the chamber of commerce was to be used for that purpose.

    Could it be possible Ms. Maddock shed some light on another scheme going on behind city hall closed doors? Ha!

    And incidentally not only do those C of C members outside city limits not collect Sedona city sales tax but they are not required to purchase SEDONA CITY BUSINESSES LICENSES.

    Another reason to go after anyone who would dare post something to expose a questionable city activity? Makes one wonder what else we DO NOT KNOW.

    While the national comedy routine goes on we have our own dog and pony show in Sedona. Such as the council meeting yesterday – three hours of discussion about whether or not Sedona should join up with some coalition (in addition to the regional chamber of commerce) to pursue sustainability.

    Good idea? Bad idea? Fortunately we have enough council members with their heads on straight (that’s with both faces) who questioned the price tag that might go along with such a proposed notion.

    Yep thank Mother Earth (or whatever) that there was enough sanity to table the vote to revisit the issue when some hard core answers were forthcoming.

    But who’s to say the staff won’t be influenced by Mayor Sandy and Councilwoman Jessica Williamson, the two who placed the issue on the agenda? Another Sedona coin to be flipped or the old shell game routine on board again?

    Isn’t it amazing? Didn’t Sedona incorporate in order to get out from under the control of two counties and yet it seems they are constantly intent on involving themselves with outside jurisdictions. Go figure! (speaking of two faces – which is it? Sedona or ???)

    Several cities canceled their St. Patrick’s Day parades, including Boston, Dallas, New Orleans, Pittsburgh and Savannah, Georgia. Chicago officials called off the parade and said they won’t dye the Chicago River green this year.
    And several universities have told students on spring break not to return to campus and be ready to take classes online.

    Yavapai and Coconino Counties and uptown Sedona Main Street whatever do pay attention. You don’t want to be litigiously involved?

    The only solution to change is electing new thinking at city council level. That was offered two years ago and voters didn’t want it. Message clear? Sedona residents like the direction of Sedona government including contributing to (if not paying the entire) $12,000 monthly salary of the Pres/CEO of a “regional” Chamber of Commerce, committed to representing ONLY the chamber members including those outside city limits members who contribute not one penny to Sedona City taxes.

    Go figure – but don’t complain. Voices only count when you cast votes.

    To those of you who keep complaining, pay attention. Sedona primary vote has been move to August (not good for Sedona when so may residents are out of town). However you can vote by mail.

    Don’t vote – Don’t complain. Time to prove Sedona does have another FACE besides the one controlling city hall = “regional chamber of commerce.”

    Sedona heading downhill and am saying so. Conde Nash 2019 travel magazine didn’t list Sedona again as a go to and the only 2019 listing about Sedona was L’Auberge as worth staying. This is what Sedona has become. Ordinary.

    I’m not voting again. We need to change voting rules that requires a minimum percentage vote to get into any elected office of 51% registered voter approval of the individual candidate or the seat up for election remains vacant.

    Sandy and Jessica you’ve used up your term allotments.

    That’s fair and right. If nobody votes, it means they don’t want representation. Two terms in office all that’s required. We don’t need you more then that or anyone else including me.
