YCSO Promotes Four in April Ceremony

YCSO PromotionsSedona AZ (April 16, 2013)Yavapai County Sheriff Scott Mascher held a promotion ceremony at YCSO headquarters in Prescott, Arizona, today.

Former Lt. Jeff Newnum, who supervised the Southern Area Patrol Command, was promoted to the rank of Captain and will oversee the Law Enforcement Services Division Criminal Investigations Bureau along with the Northern, Southern, and Eastern patrol commands.

Newnum, a United States Army veteran, began his career with Yavapai County Sheriff’s Office in 1996 as a Certified Deputy and successfully promoted through the ranks. His previous assignments include supervision of Southern Area Command field operations and working with Criminal Investigations, Special Crimes Unit, Traffic DUI squad, and Forest Patrol Search and Rescue.

In his new assignment, Captain Newnum replaced Captain David Rhodes. Now assigned to the position of Detention Services Division Commander, Captain Rhodes has been with the Sheriff’s Office since 1994. His previous assignments include Commander of the Law Enforcement Services Division. In 2010, he attended the FBI National Academy which he completed in March 2011. He has been selected as a law enforcement member of the Committee on the Impact of Domestic Violence of the Supreme Court of Arizona, a three-year term.

With the promotion of Captain Rhodes, Sheriff Mascher transferred its current Commander, Captain Brian Hunt, to the Support Services Division which includes Civil, Communications and Dispatch, Recruitment and Training, Records, and Volunteer Services. Captain Hunt previously occupied this position as a Lieutenant and is well versed in the many responsibilities of its critical functions within YCSO.

In March 2013, Sheriff Mascher promoted Frank Barbaro to Lieutenant in charge of the Northern Area Command. Lt. Barbaro replaces YCSO officer Wayne Loughrige, killed in a tragic off duty vehicle accident in January 2013.

Barbaro started his career as a Detention Officer in 1996 and, by the following year, was a full time deputy sheriff. In 2007, he was promoted to Sergeant and worked various assignments including patrol, K9, and several years as the Criminal Investigations Sergeant in charge of Eastern (Verde) Investigations before this promotion.
