Dear Editor: USFS Red Rock Ranger District Meeting

The USFS has changed this meeting from a presentation of the proposed changes to bring the “HIRAs” here into compliance with Federal Law into an “Open House”. This is the second meeting regarding the proposals as presented on March 1, 2011. The only proposals that would do so are #2 and #3. Number 2 would eliminate all Day …Use fees. Number 3 would allow fees in 19 areas across the district that comply with the legal requirements. Currently there are only 2 sites that meet the legal requirements for fees and are not currently managed by a concessionaire. Only 2 of the 3 concessionaire sites are also in compliance. There is a great deal of concern that #3 would result in new development at sites that do NOT currently comply with the law JUST so a fee could be charged at those sites.

The problem of concessonaire contracts was “tabled” at the meeting and still presents other problems in the Red Rock Ranger District – please see www.westernslopenofee.org for more information. It is important that Sedona residents are informed and that meeting attendance is high! Please help spread the word. This is the first time at a NATIONAL level that the USFS policy regarding HIRAs is being put out to the public. Please attend this meeting!

    Now that it’s an Open House, the FS’s usual strategy would be to place exhibits all around the room, with an FS person “hosting” each one, and try to keep people moving through looking at them. They don’t want people to stay long, that minimizes the chances that the…y (we) will congregate in numbers big enough to turn it into a “real” meeting. So the longer people can stay, the better. Instead of using the Delphi Technique countermeasures, at an Open House it’s better to gather together with others of similar opinions and pepper each official with difficult questions to see if you can get some real answers.
