Sedona AZ (December 28, 2015) – Approaching the one year anniversary of the date the most recently elected Mayor and City Council members were seated, a quick review of accomplishments include (but are not limited to) approval of CVS, Marriott Hotel, expansion of Tlaquepaque North, SR89A frontage development in front of City Hall, proposed improvements to the Western Gateway, Soldiers Pass, and, the Brewer Community Focus areas. Considering the recently approved update of the Community Plan encompasses a ten-year span, at the aggressive rate this City Council is going, they might have the job done within the next four years!

While most people become temporarily distracted with activities pertaining to Holiday Festivities, this City Council, by golly, maintains the status of “business as usual.”

During Council priority discussions, franchised garbage collection was discussed and, according to Assistant City Manager, Karen Daines:

“The City has engaged the services of Burns and McDonnell to assist us in exploring the viability of consolidating and regulating local residential trash and recycling services through a city-managed exclusive contract(s).

The study is in several phases, with Phase I being the public input process. The public input process includes vendor interviews (done several weeks ago), telephone surveys (conducted by Fort Hayes University) which were initiated last week, and we are also looking at the last week of Jan/first week of Feb for public meeting(s) and focus groups.”

Reviewing why the City Council opted to consider the proposal, Ms. Daines offers the following:

“Just as a reminder, the reasons the City is looking at this include reducing the number of trash trucks up and down residential streets which reduces emissions, wear and tear on city streets, and noise in neighborhoods; cost-savings through the purchasing power, efficiencies, and economies of scale vendors would gain by servicing the entire city; and the opportunity to add service enhancements (provision of bulk pickup and other options not currently offered, etc.).”

money dollar bagKeep in mind this proposal includes only those properties included within Sedona City Limits and not the “Greater Sedona Area” as has recently been bantered around and adds to the confusion of the confines of incorporated Sedona City Limits. Also not included in Ms. Daines commentary is the opportunity for the city to collect residential franchise fees and, if possible, any other taxes legally deemed acceptable.

The total for all phases is about $53,000 but we set it up to have a menu of service options so we could pick and chose what we needed vs. what we’ll do ourselves. And we won’t move on to any other work if the Council decides after the public input period that they don’t wish to further pursue this effort. Phase I, the public input phase, is about $20,000 and again, should Council decide not to move forward, the contract for services with Burns and McDonnell will end there,” states Karen Daines.

The argument of excessive wear and tear to our city roads and streets smacks of discrimination. How can they single out garbage haulers that make rounds on a weekly basis when rental jeeps, RVs, and especially caravans of ATVs run amok throughout Sedona on a daily basis? Then, we have the impenetrable lines of tourist traffic that somehow manages to dwarf our trash removers in popularity of aggravating nuisances. If we have a City Council of the mindset to do away with free enterprise, then why limit it to the business of trash hauling? In fairness, consideration should also be extended to the number of recreational vehicle rental operations and perhaps restricting other services to only one assigned source. Even the U.S. Forest Service some years back confined jeep tours to only designated areas.

As for a telephone survey, how many people are overwhelmed with unwelcome robocalls and would have no idea an opportunity to participate in a very important survey had been overlooked? This gives rise to the question of just how viable is such a survey anyway?

question markRunning this extremely important proposition through the process during perhaps the busiest time of year leads to the question: “Why and what’s the big rush?” Has City Hall been deluged with complaints and phone calls of dissatisfaction relating to garbage haulers selected by the residents themselves?

The urgency to push through selective City Council priorities becomes questionable when considering unresolved issues such as “Barbara’s Park” at the Posse Grounds, a completion presently pushed back yet another year due to bid cost overrides.

The approval of the expansion of Tlaquepaque occurred without a clue as to resolving additional foot traffic crossing SR179, a bottleneck that serves as the catalyst to cause traffic backups sometimes even to the Village of Oak Creek during peak tourist seasons.

Oh yes, there’s even an urgency for this Council to make a decision to purchase some property next to City Hall as indicated by a “special meeting” on December 28th, yet sufficient funds are not available to complete Barbara’s Park?

And objecting to residents arranging for their own choice of garbage hauler is more important?

If this conversion is allowed, what will be next? Will City Council be deciding who we select to trim our yards, paint our homes, install a fence or perhaps even a swimming pool? All such activities require using sizeable trucks, so where will it end?

imagine sedona community planBy the essence of this ongoing attempt to employ “big city” methods, it completely subverts one of the most important aspects of the Sedona Community Plan to retain its small town character. Sedona didn’t incorporate for the purpose of having big government and policies but, of course, with the exception of Mayor Sandy Moriarty, none of the current members of the present Sedona City Council were here during the time incorporation was on the ballot – not once but twice because the first time failed. What’s occurred since that fatal decision is a far cry from what was originally proposed, to protect the designated area from intrusive development, distasteful colors and signage, and remain inviting to tourists while at the same time reflecting a desirable quality of life for registered Sedona voters that made it a reality.

Elected officials all too frequently forget why they were elected and insist on imposing what “they” think is best whether or not it accommodates the will of the people. And, of course, City Staff is hired to make it happen.

    Thank you Mrs Maddock for another fine turning over the city council rocks and looking underneath! They continue to disappoint me and others. They approved that grotesque signage on that car wash smack dab in the middle of the city!! Dozens of neon OPEN signs light up the night now when not a single car is on the road. TURN OFF THE DAMN SIGNS. This is Sedona not some Phoenix whore house businesses!! I get so mad every damn time I drive by that car wash I want to call the city and yell. Ruining a great little city block by block!! Take down those damn neon signs and take down those damn Rt 66 monstrosities of signs. Have some pride !

    Those reasons also apply to Sedona’s food supply. I think Sedona needs to do something about the onslaught of food delivery trucks and redundant number of grocery stores and restaurants. It would be much more efficient for the City, at it’s three “Gateway Centers,” to build massive cafeterias and feed us all. This would create jobs and also satisfy the need for “Community Focus Areas.”

    But @Warren, don’t you get it? Mr. J. Thompson is way ahead of you with his proposal for the Sustainable Pilgrimage program at the sewer treatment plant. “They” will grow our food for us and at the same time teach the virtues of being “vegans” so no need for grocery stores.

  7. I think the Garbage truck consolidation is a good idea…

    Three or four garbage truck companies driving down the street picking up at different times of the day is redundant…

    Plus a bulk pickup would also be good for sedona

    Once again no matter what the City of Sedona try’s to accomplish Maddock finds fault without any ideas of her own..

    Btw I suppose the flooding going on in the state of MO is due to local government “not caring about the welfare of its citizens aye ESM.

    So. you can count on franchise fees and 10% sales tax. Along with a City Refuse manager, Assistant City Refuse Manager, Refuse assistant and secretary. I’m sure the city will need someone else in accounting also. Of course, all of these will need to be paid at a competitive national wage, say $60-100,000 each. Plus benefits.

    Trash service will of course be mandatory, we can’t have anyone having freedom of choice now can we comrade.

    Does the city work for you or do you work for them?

  11. Thank you for proving one of the points made by Mrs. Maddock, that being city council members stand by what “they think” whether or not it reflects the will of the people. “I think the Garbage truck consolidation is a good idea…”

    What this council is trying to do is push this through when no one is paying attention in order to grab onto that monthly franchise fee. If they really had concerns they would take a fair survey since this will have an impact on monthly expenses to City of Sedona residents, many on fixed incomes. Oh, but you resent anyone over ???? (and just how old are you?)

    Why do you ignore the lack of funding and expenses for new unnecessary projects when the park at the Posse Grounds continues to get kicked to the curb, West Sedona Resident? Seems you have your own agenda(s) like the rest of the city council. Oh I forget, they never read Sedona Eye. Guess you’re the only one.

  13. Although during council meetings collecting franchise fees had been discussed, the following has been offered by Sedona Assistant City Manager Karen Daines:

    “Hi Eddie, thanks for posting some of my comments on Sedona Eye. I just wanted to clarify that I did not mention franchise fees for trash/recycling because this would not be a “franchise” like cities and towns typically have for utilities. Arizona state statute dictates to which utilities cities and towns can assess franchise fees, and trash/recycling is not included in that list of utilities. Thanks again and happy new year!! -Karen”

    In another e-mail Karen added further: “Trash collection is not classified the same way (as a “utility”) and because it’s considered a service, it is not subject to franchise fees nor city taxes.”

  14. We suggested that years ago in the VOCA and they said, good idea, someday we will talk about it.
    Years later, we are borrowing 30,000 from the homeowners to make payroll for December on the golf side and everyone got a raise!!!!! Perhaps you might not hire our accountant when negotiating.
    The garbage trucks are not a priority here.
    We spend, not save.
    Bass Ackwards is the Village. So behind the times.
    One thing they are?Sedona wanna be. I expect we will try to do this if Sedona does it.

    Negotiate a price for all of them.
    Do not put the local garbage companies out of work, gobble, gobble by waste management,
    It would help if they all picked up later than 6:30 am and consolidated the pick up to a couple of days so we don’t have to chew up the roads and listen to the unending invasive noise.
    This and the rest of this is all agenda 21, sorry people, you missed your chance to have a free life.

    What is the will of the people? 20 people showing up at a council meeting?
    There are 8000 people in Sedona and the city councils job is to vote for what they think the city need, not to a have a referendum on every action the city want to take.
    As to “push this through when no one is paying attention in order” everything the city does in out in the open, public meeting, public comments and public notice.
    If you don’t like it then go the council meetings and say so.
    “Will of the people”! Is just a way of saying you don’t like something the city is working on.
    And West Sedona comments are right on.

    Hey friends (or not): lets take a look at where the city is headed with a singular garbage hauler they designate (monopoly) …….that’s just called their back door means of attaining Franchise Fees ($$$) which equals unexpected money in the back pockets of the general funds account…and they use the lame ass excuse of “saving wear and tear on the roads” they still have yet to find or assign funds to Fund towards fixing.

    City is now looking for mega bucks in order to pay for the newest Park at the old Ranger Station on Brewer Rd as well as $$$ to buy the two properties that the Sedona Real estate Board is selling them right next to City Hall.

    If ya think there will be a new division/department of employees to deal with the monopoly on garbage services – need to ask you all to think about the next layer of new government and employee department/division (new entity) that will need to be put into play ($$$$) in order to fix up the buildings on Brewer in order to rent out the buildings.

    And then Next, you should think about the new City department/division or structure needed to become owners of the two new properties at 50 and 55 Sinagua Drive they want to use to expand City Hall and or rent out.

    Personally I find it crazy that a town – that statistically is not really growing in number of residents – seems to feel the need to grow the size of City holdings and offices and departments……..but I forgot………they are spending OUR money (not theirs) as they continue to look for the means of sustaining their Jobs… and now are looking to us to pay for their eccentricities.

    Please God or the Silent Majority – isn’t it time for us to stand up and call a halt to this run away spending that does not address our basic needs of Health, Safety and Welfare?

    I could go on and on as to how a town of 10,000 is usurping far too much money to support a staff much larger than needed – yet I’ll stop here and only ask one last question: With all the money the (Regional) Chamber of Commerce gets from us – couldn’t they afford to fund these new land holdings and ventures?

    We would very much like the opportunity to participate in such a survey. Out of curiosity I scrolled through the record of recent callers on my phone and among the “unknown” on Dec. 17 was “Opinion Search” 613-230-2890. Thinking this might be the garbage collection survey, I called the number (several times) and nothing happened – no indication it wasn’t a working number, no message – in fact it didn’t even ring through.

    At any rate, I would very much like to participate in such a survey but clearly the way it’s been set up is to discourage public participation. Why would this city waste money on such foolishness?

  18. Well here we go again. Trash collection? Really people loo at the big picture. The city will have to manage it. Well they won’t they pass it off to their buddies at Sedona Recycle and PAY them. Time to stand up.

    The council and the city managers are doing a great job of SPENDING your money, telling you how to live. All with the agenda of giving their special interest groups TAXPAYERS money. EXACTLY like the chamber. Charge the tourist industry impact fees these are the ones creating the wear and tear, not garage trucks.

    Oh BTW The highways are owned by ADOT except a small section of uptown. That doesn’t cost the city a penny. Why don’t you charge those driving thru town a fee? And those that drive thru our sub divisions to get thru the the trails? Impact fees. Charge the Chamber, Hotels, and Tour companies impact fees!

    The Brewer rd. park will be paid for from fee collected by the city from new construction and monies set aside for parks.
    The city is only looking at the trash issue and is asking staff to report back to them, thousand of city’s have contracts for trash pick up we should be ( looking) at it.
    The land next to city hall is for future use and the city has the money to buy it , great timing
    Chamber get it’s money from bed tax, not general funds.
    Please show us why you think city is over staffed, do you have personal information >
    we are not a town of 10,000 we have thousands of visitors each year that pay the majority of our bills.

    This is very upsetting. With my present hauler I have a choice as to size of garbage receptacle and as a single person opt for the smaller one at a reduced price. This isn’t a one size fits all service although these present dictators seem hell-bent to make it that way.

    We have just one cable company in Sedona, water company do not over lap, there could be several trash services in sedona each servicing an area, same amount of business for each and no over lap… they would save money and it would be passed along to customer there is nothing wrong with the idea it could be a win/win. lets look at it.

    Let’s face it. The franchise with ONE garbage hauler being presented by this controlling city government is discriminatory – plain and simple. Bad precedent to set. Will open door to full blown communism.

  29. If they actually pursue this and try to force me to use the trash hauler selected by this controlling and overbearing city government, well, guess what?

    I WILL NOT COMPLY!

    As it is now, I’m an avid supporter of recycles – make drop offs at Sedona Recycles regularly on a VOLUNTEER BASIS. Also I pay for a membership to that non-profit.

    Force me to eliminate my present service, here’s what the result will be. Intend to stash garbage in plastic bags for one month at which time my scheduled service with yard caretaker can haul them off with yard clippings (which I presently pay him to do anyway). And I guarantee you it will also include all items which presently go to Sedona Recycles to which I will drop my membership.

    Your perpetual intrusion into how we live our lives is not appreciated here.

    Splitting Sedona into districts for even one single thing could be disaster because it could very well turn into a monster that would dictate what “district” we’re allowed to shop for groceries on a “designated” day of the week and at what “designated” market. That could overlap into all retail shops and services as a means to control traffic instead of pursuing a logical solution, which might be to withhold the money given to a rogue, unaccountable chamber of commerce for “regional” advertising (much of which ends up in Sedona for day tripping) and spend it for additional parking facilities. But then that would be a sensible thing to do and common sense in this neck of the woods has apparently taken permanent absence.

    Leave us alone and quit intruding in our lives. Return Sedona to a decent place not only to visit but to live. Wake up you idiots or are you are vacationing with Jennifer Wesselhoff in the Bahamas or wherever it is she touts her photographic pleasures on FaceBook. (It sure ain’t Sedona)

    @Bad Idea – great post! Is this (trash) just another example of our mayor sandy working hard to get her way for Sedona recycles? Kinda like when she got it through council that booze could be sold at city parks so she could move her wine fest off the airport? Isn’t it time for mayor sandy to pay more attention to the bigger issues rather than her personal wants?

  35. What it means, Mr. Harvey Levinson, is that my preference is to support free enterprise and make my own choices. And, Sir, there is no guarantee the monthly fees will be reduced, even a few bucks, if the city controls the service.

    It is simple!!! Put the trash service out to bid to include recycling pick-up. Choose the single best all around vendor, based on cost, service, etc.

    Kick the rest of the vendors to the curb!

    Single vendor… Less wear and tear on roads, fewer big trucks in the neighborhoods, safer for cars, bikes and pedestrians, cheaper for the residents!!!!

    This is how “normal” cities and towns handle this issue. They don’t pander and waste money, risk safety & ruin roadways with ridiculous NIMBY/reluctance to change ideology!!!!!

    Years of rumors and facts have Waste Management, recyclers, garbage haulers with organized crime ties. Read about it.
    do a simple google search on your own.

    We use local companies. We have changed trash companies three times in eight years. That’s competition. That’s choice. That’s easy as a phone call that takes me 15 mins tops once a year to lower my trash bill.

    Here’s a question? Who on council is promoting recycling & garbage hauling?

Considering the number of ATVs, jeep rentals, and RVs not to mention tourist traffic jams, three garbage removal businesses serving the area on a weekly basis pale in comparison to the real culprits destroying not only our streets but lifestyle in general.

    If Sedona were interested in functioning like a “normal” city it would immediately cease and desist funding the chamber of commerce, provide a “legitimate” Sedona Visitors Center, retract the ridiculous contract with Red Earth Theatre to pay THEM for use of the Teen Center and turn it into a money-making venue for the city.

    Your words are stifled by Sedona’s corrupt thinking resulting in bad decisions supported by both city council and city staff that continue to turn Sedona into the laughing stock of Arizona. Other communities love it so keep up the misappropriations, “Pigpen.” (RIGHT!!)

    If you notice almost no positive comment on this site, just city, chamber or hotel bashing.
    Marv lives free from city taxes shops in Cottonwood, and hates the people that pay most of the city government bills.
    Marv, never travels and is never a tourist, and Sedona should be off limits to all but the landed Gentry.

    I had a perfectly working paid for septic system that cost me nothing. I was forced to connect to the Sedona City sewer which now costs me $56.50 per month and rising. Now these geniuses want to inject the waste water into the aquifer !!!

    Say NO to any more city involvement.

Then we make a move to control all local businesses and level the playing field – beginning with overpriced bed and breakfasts. Unlike the chamber of commerce that has sucked in the entire city council and staff, it does appear that we’ve succeeded in bagging at least a majority of four on the council. 2016 should be a very good year.

I’ve been telling friends that I had seen a documentary back in the 80’s that went through the history of Waste Management and how it was started by the Mafia, unfortunately I hadn’t taken the time to research it further lately. You’re Right!

    They’ve probably made the City an offer they couldn’t refuse, even though they’re the most expensive.

    So this city council and staff want to stifle free enterprise in Sedona by regulating garbage removal service? What will be next? Will we soon be forbidden to order merchandise on line since that requires delivery service by UPS and FedEx? Believe me, the daily trips of those trucks, not just on one specific day, but all week long are far more intrusive as they roar through several times a day. If this city council has nothing better to do – well – heaven forbid some real crisis arises because they will all be forced to change their “didies” which would probably be a good thing.

    Heath Care is a total abomination. No one around these parts accepts the insurance I am FORCED to carry. I’m one of those who slips through the cracks – I am self-employed. I will not know how much I made until I sit down with my accountant in March. Open enrollment ends before the 1099s come out. But estimated income for 2016 is required by Obamacare so I’ll have to visit a famous Sedona psychic to know what my tax liabilities will be before the 2015 numbers are out.
    BTW: I joined a co-op that was listed on the Obamacare website. It’s going out of business, so I am FORCED to look for different insurance.

    Moving to Russia may be a better option.
