Number one- replace the bulbs as they break instead of a mass deployment and wasting money already spent
Unless you are being motivated by grants .
I’m surprised they are not trying to turn all the lights into a special improvement district so the supervisors wife can administer it and make some money for the fam.
Number two- anything APS does is SUSPECT_ they are only interested in data and control.
Run in the opposite direction. It will cost you your soul.
I’ll bet it detracts from the dark skies.

Lamps may be specified in temperatures (degrees Kelvin) to obtain the desired affect. Some grocery stories will use a warmer lamp (more reds) in the meat section and a cooler one (more blue/greens) in the green produce areas All for obvious reasons.

One need only specify the temperature of the lamp to get one that is warmer, i.e. less blue. Try 2700 degrees to approximate sunlight.
