I always stop and ask for permission to thank prisoners for their litter clean up efforts and I have never been told that I couldn&#039;t thank them.

I have spoken to prisoners in many states and I always have the same message which is, &quot;I don&#039;t care what you&#039;ve done to be a prisoner but I&#039;m proud of you for what you&#039;re doing to pick up litter&quot;.

They [prisoners] always smile and some say that they appreciate the thanks.
