This young man should be given the opportunity to perform community service and participate in multiple Adopt-A-Highway events with groups in his area since he is of legal age to do so.

He will be a better person for his effort. His partners in this crime should join him if they are 12 years of age or older. A goal of collecting 200 bags of trash from the highway should build some charactor.

I would be willing to work with those that could make this happen including the parents if I were asked.
