Instead of affordable housing how about another city operated casino (besides City Hall)?  This time it could not only serve as a sanctuary for the growing number of homeless people who prefer to remain unemployed (job offers are abundant in case ya didn&#039;t know) but also assure steady users for the proposed transit system. Since past efforts were all a flop, this might just be the jackpot? But for whom?
