Sedona Wastewater Capacity Compliance Program

Sedona AZ (January 28, 2013) – Beginning in February 2013, the City of Sedona Public Works Department will begin a new inspection program. The Wastewater Capacity Compliance Program involves conducting random wastewater capacity inspections for non-single family resident users. This group of users includes multi-family dwellings, restaurants, businesses, religious institutions, and professional offices, among others.

The purpose of the random inspections is to determine if users of the wastewater system are operating within the capacities they have paid capacity fees for, and upon which their monthly user charge is based. The maximum allowable capacity paid for may be higher than the amount upon which the monthly user charge is based.

The new program randomly selects several accounts each month for inspection. Prior to the actual inspection, attempts will be made to contact the business. An unannounced site visit may occur if contact cannot be made. Once an account is selected, it is not subject to another inspection for one year under the program.

The City currently has inspection procedures related to issues such as building permit inspections, tenant improvements, and review of complaints or notifications of possible violations. These existing inspections are not part of this program and will continue as appropriate.

If the capacity compliance inspection shows that a user is operating within both the paid capacity and their monthly billing level, they will pass the inspection. Users whose level of operation exceeds either the paid capacity or monthly billing amount will be required to either pay additional fees or reduce their operation so they are operating within both these limitations.

    I am writing in response to AB 1521 that was discussed during the Jan. 22nd Council meeting, in regards to Grant E. Hoag proceeding with the 2013 Waste Water System Rate Study.

    I would like to encourage all of You to proceed with the study of Residential Rates, based on the Actual Water Usage, that can be obtained from the two water companies here in Sedona.

    I would like to commend: Council Member Litrell for Her insight into the actual people living in the City. Council Member McIlroy for His observation that the study would serve the community well in the future. And, Council Member Martinez for seeing the inequitable basis we are now paying on.

    Personally I am a single person, living in a house. I know Many people in the same situation. Some are as frugal with water as I am, and some are not. That being said, We are all sick of paying the same rate as an average 3-5 person family. I also know Many, Many people in town that live in a 2 person household that are sick of paying the same as a 3-5 person family. It’s completely Un equitable, and comes off more as a City Tax then Waste Water Usage.

    When I spoke to Arizona Water, they told Me that the average water usage is 1500 gallons per month, per person. Based on winter rates, which Mr. Mosley said it would be, I use 700-800 gallons per month. What about the 2 years the house sat empty when My Mother was in a Home, with no water usage? I still paid. Let’s pretend I went wild and used 1500 gals. per month. That would be 1/4 the usage of an average 4 person family, yet, I pay the same. Equitable? I don’t think so.

    And, to You Mayor Adams, who said You would have to vote against proceeding with a Residential Study, because, even in the winter Your pool is uncovered, fountain running, landscape watered, and You believe You pay enough for the water already. I can only imagine You leave the water running while brushing Your teeth, run a half load of laundry & dishes, etc.. I say to that, I’m tired of subsidizing You. Another Joke You say. I’m not laughing.

    We all live in a desert that has been hit by a very long draught. Yes, Sedona is doing better with water then other towns in the state, but will we always? If people paid for what they use, and don’t like it, they may find themselves being more conservative.

    Let’s do the Study and let’s do the Math. Let’s work with the water companies to get the water usage per household. Take the amount of dollars presently collected, divide it by gallons used, assign a figure per gallon, cross reference it to each property per the water companies, and bill appropriately for Actual Waste Water Usage. You say ‘more staff hours’. I’ld rather see money spent for the equity of the residents then banners & creek walks for the tourists.

    Let’s move forward with the Residential Waste Water Study.

    Bettye doesn’t seem to understand that over and above wanting money for banners & creek walks the city will need millions for everything proposed in the revision of the community plan. Check it out. You “ain’t” seen nothin’ yet!

    Message for Bettye: guess what? The mayor lives in Broken Arrow Estates which does NOT have connection to sewer. So why is he griping about how much he must pay for water? What am I missing?
