Sedona Parks and Recreation Master Plan Soliciting Proposals

On October 27, 2010, the City Council provided staff direction to move forward with soliciting proposals for a Parks and Recreation Master Plan once the Parks and Recreation Commission approves the final bidding document.


Funding for this project will come from a dedicated funding source, Parks and Recreation Development Impact fees.  The current balance of funds available for projects totals $1.8 million.  The Parks and Recreation Development Impact Fees can only be used for parks and recreation uses that relate to the impact of growth and development in Sedona.  Non-parks projects are not eligible for funding from this source.


  • Since the City’s incorporation in 1988, the City has never conducted a Parks and Recreation Master Plan.  This Plan will provide several benefits to the community:


The current Community Plan, completed with much public input in 2000, calls for completion of a Parks and Recreation Master Plan.


  • Identify current and future programming and facility needs.
  • Develop a plan to meet future programming and facility needs.
  • Help determine the City’s subsidy, if any, on programming and facility fee structures.
  • Assist with developing a five-year Capital Improvement Plan for Parks and Recreation.
  • Provide an objective assessment of the community’s support for renovations, new facilities, and recreation programs.
  • May assist with obtaining alternative funding and grants once the City demonstrates that a plan is in place.
  • Provides additional information for the next development impact fee update, which uses planned projects to calculate fees.
  • Serve as inclusive community process to gather feedback on the community’s desires.
  • Provide additional details to the 2012 Community Plan update.
