Sedona AZ (March 22, 2012) – The following public Notice and Agenda of SFD Public Board Workshop and Business Meeting is posted by Tricia Greer, Sedona Fire District Recording Clerk for March 28, 2012. The Executive Board Meeting begins at 4:30 PM in Fire Station #1, 2860 Southwest Drive, Sedona Arizona. The Public Board Workshop begins at 5 PM, and the Business Meeting with a Public Speakers Forum begins at 6 PM:

4:30 PM Executive Session – 5:00 PM Public Board Workshop –6:00 PM Business Meeting

Pursuant to ARS §38-431.02, ARS §38-431.03, and ARS §38-431.05, notice is hereby given to members of the Sedona Fire District Governing Board and to the public that the Governing Board will meet in Executive Session at 4:30 PM and in Public Session at 5:00 PM for a Special Board Workshop and its regular Board Business meeting on Wednesday, March 28, 2012, in the Multipurpose Room of Station #1.

Members of the Governing Board and legal counsel may attend either in person or by telephone conference call. The following topics and any variable related thereto will be subject to Board consideration, discussion, approval, or other action.

SFD may vote to go into Executive Session, which will not be open to the public, on any agenda item pursuant to ARS §38-431.03(A)(3) for legal advice with the Fire District Attorney on the matter(s) set forth in the agenda.

All Agenda items are set for possible action.

Public Input: Citizens may make oral comments on specific Agenda items or on any topic relevant to the District business during the public forum. Citizens who wish to speak should complete a Request to Address the Board form, indicating the topic they intend to address. Citizens may also submit written comments of any length to the Fire Board. NOTICE: While public comment is encouraged, it is important that everyone demonstrate the appropriate decorum, courtesy and respect during the meeting. Please treat your fellow citizens with courtesy. Outbursts, interruptions, and personal attacks will not be tolerated. Anyone participating in such activity will be asked to leave or will be removed. If necessary, law enforcement will be called to keep the peace.

II. EXECUTIVE SESSION – 4:30 PM.

A. Vote to go into Executive Session Pursuant to ARS 38-431.03(A)(3), Legal Advice; and (A)(4) Consultation with/Instructions to Attorney – Re: McGladrey Report; and Settlement with former-SFD Employee Julianna Stewart; and Pursuant to ARS 38-431.03(A)(1), Personnel – Re: Complaint against Board Clerk Charles Christensen and subsequent Investigation.

1. Reconvene into Public Session – Re: Discussion/Possible Actions – McGladrey Report; Stewart Settlement; Complaint/Investigation against Mr. Christensen.

III. PUBLIC BOARD WORKSHOP – 5:00 PM.

A. Salute to the Flag of the United States of America and Moment of Silence to Honor American Men and Women in Service, Firefighters and Police Officers.

B. Badge-Pinning Ceremony for Fire Chief Kris Kazian.

C. McGladrey Representatives/SFD Staff to address the Fire Board Re: McGladrey Report.

IV. PUBLIC SESSION – 6:00 PM.

V. PUBLIC FORUM.

Speakers are limited to a three-minute oral presentation and may submit written comments of any length for Board files. Board Members may not discuss items that are not specifically identified on the Agenda. Therefore, pursuant to ARS 38-431.01(G), Board action taken as a result of public comment will be limited to directing staff to study the matter, responding to any criticism, or scheduling the matter for further consideration and decision at a later date.

1. Discussion/Possible Action: Proclamation for National Telecommunicators Week – April 8 – 14, 2012. (Fire Chief Kris Kazian)

2. Discussion/Possible Action: Consider Dates for SFD Budget Workshops for FY 2012/13.

3. Discussion/Possible Action: Reimbursement of Expenses to Kris Kazian in the amount of $1,073.26 and to David Blauert in the amount of $101.45 for Selected Fire Chief Candidate’s Second Visit to Sedona. (Finance Manager Sandi Schmidt)

4. Discussion/Possible Action: Revisions to Midway (Chapel) Fire Station Design by LEA Architects. (Assistant Chief Terry Keller – Tabled on 2/22/12)

B. Items from Board Member Craig Dible:

1. Review of Architectural Fees for Selected Projects (2004 – 2008).

2. Discussion/Possible Action: Workforce Management System for Employee Time and Attendance.

C. Item from Board Member Phyllis Erick:

1. Discussion/Possible Action: Termination of Legal Representation by Attorney William R. Whittington of Boyle, Pecharich, Cline, Whittington & Stallings, PLLC (From 2/22/12 Meeting)

2. Discussion on Funds Returned to Yavapai County.

3. Discussion/Possible Action: Board to authorize funds for publication in the Red Rock News of McGladrey.

D. Items from Board Member Ty Montgomery:

1. Monthly Update: Current Fees to Date for Legal Services Provided to SFD.

E. Items from Board Chairman David Blauert:

1. Request for Forensic Audit of Board Activities and Actions for the duration of time that this current Board has served. (Requested by SFD Citizen Gayle Kirsch – Tabled 2/22/12)

2. Discussion/Possible Action: Revised Resolution Establishing Standards by which Services may be Contracted to Private Parties by the Sedona Fire District. (Tabled from 2/22/12)

The SFD Board may vote to go into Executive Session on any agenda item, pursuant to ARS 38-431.03(A)(3) for discussion and consultation for legal advice with the Fire District Attorney on the matter(s) as set forth in the agenda item. The SFD Multipurpose Room is accessible to the handicapped. In compliance with Americans with Disabilities Act, those with special needs, such as large font print or other reasonable accommodations, may request them through the SFD “Executive Assistant” at least twenty-four hours before the meeting.

    Greetings,

    When you hear candidates talk about how we “need money for a new ambulance” or things have been cut to the bone, I would like you to keep in mind a few facts.

    One a statement from ex chief Hazime on the minutes of the SFD budget workshop on 4/13/11 ” In my professional opinion, this reduction of 2.5 million from the annual budget could cause loss of of life and property within the Sedona Fire District.”

    Second : A finance manager, finance assistant, finance specialist, ambulance billing specialist, and a billing finance clerk, , 5 accounting staff, when timekeeping is done by Telestaff and Payroll by ADP.

    Third: SFD has a Chief, assistant chief, 3 Battalion Chiefs, and 15 Captains for 54 engineers and Firefighters. Those 54 who actually will render service and not “supervise” .

    The 911 center has 1 supervisor for every 1.8 employees.

    There was actually more staff under Hazime. Would you elect him? Only the chief can make personnel cuts, the Board only has budget powers.

    The current board is trying to cut without staff reductions. There have been a few people who quit voluntarily. I would not be so kind. Even then the resistance to the Board from the current staff has been intense.

    If you want higher taxes vote for Hazime, Cooperman and Schoen. They seem to think we need more staff and equipment.

    Really, do you think there is no room for efficiency and cuts in the above staff?

    Tony, again all you do is demonstrate your intense hatred for the Sedona Fire Department. You know nothing about what it takes to deliver these Emergency services.

    A comparison of the staffing of other professional Fire Departments demonstrates the efficiency of the Sedona staffing. The taxpayers of Sedona aren’t as stupid as you think. They want professional services and understand what it costs. Hazime, Cooperman, and Schoen are experienced, smart citizens who will make sound financial decisions.

    Um, once again your claim I hate SFD is false. I hate waste of my tax dollars.

    Let me give you another fact, the City of Phoenix has 1585 Sworn Firefighters, and 8 battalion chiefs. Sedona has 69 Firefighters and 3 Battalion Chiefs. There used to be four but one position remains unfilled. Efficient staffing, you’ve got to be kidding.

    This started around 2002, property values were going up, the mil rate was not changed so the SFD got more and more money. There were two firefighters wives on the Fire Board. They made sure every dime was spent. Hence, the ladder truck. Now Hazime, another firefighter is running for the board, what do you think will happen?

    If you want higher taxes vote for Hazime, Cooperman and Schoen. They think we need to spend more.

    Phoenix Fire Dept has 8 Battalion Chiefs ON DUTY! Lets see, 8 times 3 shifts is 24. They answer to Division Chiefs who answer to Deputy Chiefs, etc etc. Again like I said Tony you need a new hobby.

    Once again you are using statistics to prove your delusional “facts”. Maybe if you could tell the truth, own up to the fact that you have a personal grudge against Hazime and get your “facts” right people might actually care what you have to say.
    Notice how nobody else has posted one comment in support of any of your misinformation.

    Get informed. Your ignorance is astounding.

    Should anyone choose to dispute my facts I will be happy to provide my source information.

    I made an inquire with Phoenix, and the other facts are from the SFD website.

    I just want an informed citizenry, unlike some at SFD.

    Don’t take my word for it. Go to the source and know for yourself. Those that attack me personally are in fear of their jobs, and if they don’t actually do any work, they should be.

    No one worries about their job if they can’t be done without.
