Sedona Community Plan Draft Public Review

imagine sedona community planSedona AZ (July 30, 2013) More than two years in the making, the July 2013 Public Review Draft of the new Sedona Community Plan will be presented to the public in two identical programs at the Sedona Creative Life Center, 333 Schnebly Hill Road, Sedona.

The August 22 program will begin at 6 p.m. followed by an identical program on Saturday, August 24, at 10 a.m. for those unable to attend Thursday evening. All residents and business people of the City of Sedona are encouraged to attend.

The primary purpose of the two programs is to provide an overview of the new draft Community Plan, answer questions, and provide an opportunity for the public to comment on the draft Plan. The program will use audiovisual and live presentations to describe what has happened to date, and then take the audience through the various provisions in the draft Plan. The audience will be invited to ask questions and offer comments. The comments will be forwarded to the Planning and Zoning Commission for their review of and potential modification to the draft Plan.

Along with a series of open-house presentations to be scheduled in September, these meetings will be the public’s best chance to provide input on the draft prior to public hearings on the draft Plan. The draft will go to the Planning and Zoning Commission and City Council for public hearings in October 2013. After that, the Plan will go to public election in March 2014.

The public is also invited to view and comment on the draft Plan on-line at www.SedonaAZ.gov/planupdate or in person at Sedona City Hall, Department of Community Development, 102 Roadrunner Drive or at the Sedona Public Library, 3250 White Bear Road (after August 8).

    SUBJECT: Discussion regarding the new July 2013 draft Community
    Plan, planning process and schedule.

    The attached August 1 work session agenda provides for discussion of the new July 2013 draft Community Plan as recommended to the Planning and Zoning Commission by the Citizens Steering Committee. In the work session, staff will provide an overview of the planning process to date, the upcoming Community Plan review schedule and an introduction to the general vision and key components of the Plan. Staff is also attaching Chairman Marty Losoff’s letter regarding the criteria for the Plan that were approved in 2010 when the Citizens Steering Committee was formed. Citizens Steering Committee members are also invited to attend the work session to assist in the presentation and help answer questions the Planning and Zoning Commission may have regarding the new draft Plan.

    Staff has also updated the Community Plan review schedule. The most significant changes are in the August public meetings. Instead of three public open houses, there will be two public events with presentations on the Plan, as well as opportunities for more focused discussion. These events will be August
    22 and 24 at the Sedona Creative Life Center. The open houses in September remain unchanged. A City-wide mailer will go out around August 9 announcing these events.

    The following are key 2013 dates for review of the new Community Plan. Please note that the Citizens Steering Committee is continuing to meet to discuss items such as an executive summary for the Plan and upcoming public events.

    Pursuant to ARS 38-431.02 notice is hereby given to the members of the Planning and Zoning Commission and to the general public that the Planning and Zoning Commission will hold a work session open to the public on Thursday, August 1, 2013, at 3:30 p.m. in the Vultee Conference Room located at 102 Roadrunner Drive, Sedona, Arizona.

    The purpose of the work session is for Commissioners to convey to staff any questions, comments, concerns or requests for additional information they may have regarding items on this agenda. The public is encouraged to attend the work session. Opportunities for public participation and comments on the referenced agenda items should be reserved, however, for the Planning and Zoning Commission’s public hearing on this item. NOTE: Times noted on the agenda are approximations only and may vary.

    The Order of Business shall be as follows:

    1. Verification of Notice, Call to Order, and Roll Call. (5 minutes; 3:30 – 3:35p.m.)

    2. Discussion regarding the July 2013 City of Sedona New Community Plan Public Review Draft as recommended by the Citizens Steering Committee. Discussion will also include the Community planning process and schedule. (90 minutes: 3:35-5:05 p.m.)

    3. Discussion regarding future meeting dates and agenda items (5 minutes: 5:05-5:10 p.m.)

    4. Adjournment. (5:10 p.m.)

    NOTE: This is to notify the public that members of the City Council and other Commissions and Committees may attend the Planning and Zoning Commission meeting. While this is not an official City Council meeting, because of the potential that four or more Council members may be present at one time, public notice is therefore given for this meeting and/or event.

    Note: Pursuant to A.R.S. §38-431.02(B) notice is hereby given to the members of the Planning and Zoning Commission and to the general public that the Planning and Zoning Commission will hold the above open meeting.     As you know the Citizen’s Steering Committee has been meeting for more than two years to develop a draft of the new Community Plan. During this time, they have conducted many public meetings and discussed several issues with various groups and agencies, in an effort to obtain
    as much information as possible. After all this information was gathered, the Committee
    analyzed and assessed the data at length. Finally, after much deliberation and discussion by the
    Committee, this initial draft was completed.

    Now comes our job to review the draft at the next level, before taking it to the City Council and ultimately to the Community for a City wide vote. As you review the draft , here are some suggested guidelines/questions that can be utilized to help determine if the draft is acceptable. (These criteria were approved by us and the City Council when the Steering Committee was formed)

    1. Does it provide a visionary look at what the community would like Sedona to become?
    2. Does it reflect the goals and priorities of the Community?
    3. Does it meet all statutory requirements?
    4. Are strong visual and graphic elements included?
    5. Is an implementation strategy included?
    6. Is it in a format that is useful and compelling for all audiences?

    During this process, our Commission will also conduct several open forums for the public to comment on our deliberations. Together with the Steering Committee we will also host several community meetings at large to discuss the draft.

    As a reminder, once you have reviewed the draft please make an appointment with either Mike
    Raber or Cynthia Lovely to go over your questions and discuss any issues or suggestions you may have with the plan. Staff will then prepare an “issue” list for us to further discuss during our regularly scheduled meetings next month.

    Some residents were unhappy with Scottsdale’s 2011 community plan update. It had plenty of things for special interests to love, but nothing for residents concerned about preserving Scottsdale’s quality of life. It was shot down by voters in the city’s March 2012 election. A task force is currently involved with developing the city’s new draft, which could go before the voters in Nov. 2014 at the earliest.

    If residents of Sedona are disappointed with our city’s community plan update, then let’s follow Scottsdale’s lead and vote it down.

    Can hardly wait to vote “NO”. Ain’t it interesting this Community Plan will be voted on in March but the city will follow the new state law and hold off electing council members until November of 2014. Both Phoenix and Tucson managed to maintain their regular schedules. If Sedona did that we would also be having the council primary election @ the same time as the CP. But oh no not with these VIP’S who have been given an extra year to create havoc and damage for years to come. Boo!
