Sedona Begins Enforcement Patrols

Sedona AZ (July 7, 2014)The Sedona Police Department, in partnership with the Arizona Governor’s Office of Highway Safety (GOHS), will be conducting a 90 day Selective Enforcement Patrols (STEP) within the city limits of Sedona.

STEP is focused on a variety of safety-related moving violations and traffic offenses. The goal of the selective enforcement is not only to locate violators of traffic laws, but to increase the motoring public’s awareness of traffic laws in order to reduce and prevent vehicle accidents and fatalities.

Selective enforcement is the ability that executors of the law (such as police officers or administrative agencies, in some cases) have to arbitrarily select choice individuals as being outside of the law. The use of enforcement discretion in an arbitrary way is referred to as selective enforcement or selective prosecution.

    Historically, selective enforcement is recognized as a sign of tyranny(arbitrary or unrestrained exercise of power; despotic abuse of authority), and an abuse of power, because it violates rule of law, allowing men to apply justice only when they choose.[citation needed] Aside from this being inherently unjust, it almost inevitably must lead to favoritism and extortion, with those empowered to choose being able to help their friends, take bribes, and threaten those from whom they desire favors.

    However, the converse can also be true. Police officer discretion is sometimes warranted for minor offenses,[citation needed] for instance where a warning to a teenager could be quite effective without putting the teen through a legal process and also reduces costs of governmental legal resources. Another example is patrol officers parked on the side of a highway for speed enforcement. It may be impractical and cost prohibitive to ticket everyone who is going any amount over the speed limit, so the officer should watch for the more egregious cases and those drivers who are showing signs of driving recklessly.

    Yick Wo v. Hopkins, 118 U.S. 356 (1886),[1] was the first case where the United States Supreme Court ruled that a law that is race-neutral on its face, but is administered in a prejudicial manner, is an infringement of the Equal Protection Clause in the Fourteenth Amendment to the U.S. Constitution.

  2. During the week of July 7, Arizona Department of Transportation (ADOT) made modifications to the traffic signal and lanes at the State Route 89A and Rodeo Road intersection.

    These changes result in a new configuration of the southbound lanes on Rodeo Road. Specifically, the southbound Rodeo Road portion of the intersection now has two left turn lanes. This new configuration is expected to relieve a majority of the vehicle stacking issues experienced in the past at this location.

  3. Since our city government is funded by tourism and that sector has taken a serious blow with the Slide fire, it looks like the police are turning toward the residents to make up for that loss.

  4. What an interesting post by the City – City of Sedona and Police Department….yet there is much more to their story.

    A couple of days ago I witnessed one of their cops doing just what they are wanting to ticket for……………people who violate traffic laws.

    ………Two days ago and just minding my own business – I left my home around 5:20 pm in order to do some business in West Sedona……..and I saw a Sedona Police Car on Hwy 179, behind me, headed towards the roundabout at the “Y”. The cop took the Y roundabout and I took the short route via Ranger and Brewer and as I rounded that roundabout – I saw the Police car right behind me.

    I was very careful to maintain the posted speed limit and watched the Cop wiz past me going up 89A Cooks Hill ( aka the road above the roundabout) and I looked at my speed that was at 40mph as I saw this cop fly past me.

    This peaked my interest/irritation level as the cop car had no flashing lights and was just flying……..so this old gal tried to follow him to clock his actual speed….and not get into trouble for speeding…….I followed him up the hill as he was going 10 to 15 mph Above the posted speed limit the entire time. When he came to the speed limit sign just before Airport Road that states 35mph – he tapped his brakes and then drove through West Sedona at 45mph.

    I can’t make this stuff up! I stayed within close proximity to him only to gage his speeding without any lights flashing. We, and a bunch of other cars, came to a red stop light at Coffee Pot/89A and I was right next to him and got his license plate # as I felt insensed at his disrespect of the speed limit. It dawned on me that- as we sat at the Red traffic light – this Cop had no Emergency and was just enjoying his fast ride.

    From the City Post: “The goal of the selective enforcement is not only to locate violators of traffic laws, but to increase the motoring public’s awareness of traffic laws in order to reduce and prevent vehicle accidents and fatalities.”

    So my biggest question to the City is- how do you tell or teach your cops to live within the laws…..

    For the next 90 days, I propose that all citizens watch the police and document on Sedona Eye, all observations that deviate from the law.

    I have seen officers making dangerous u turns on the four lane 89a hill going towards Airport Road. No sirens or flashing lights? Go through the roundabouts to turn like the rest of us law abiding citizens.

    At the end of the 90 days we can submit the information to the Governor’s Office of Highway Safety (GOHS).

    I have a suggestion where they might put the information.

    No it was not me, but another concerned citizen who believes that rules should apply to everyone.

    You should do your city job or go home to your place in the Villiage of Oak Creek.

    Of all the problems in Sedona, the police are the least of them, Sedona Police are also for the most part paid LESS than other departments. Sedona City management think they should be paid the same as a big city.

    Vote no on the Alternative spending limitation/home rule. The alternative spending limitation allows the city of Sedona to spend MORE thatn the state limitation for a city the size of Sedona.

    Maybe we can get rid of all the excess city management. A city manager, assistant city manager and assistant to the city manager, all making six figure salaries? I could go on and on, look at sedonaaz.gov for yourself.

    Hows that for facts (deleted by editor) or do you like going by Tom G? Getting a sex change perhaps, menopause? Things just not working out for you?

    This two take pictures of a city worker cashing his check at lunch and two cops taking 10 minutes to talk to each other of examples of governmental waste.

    Btw if you were following that cop you’ve must of be speeding and braking traffic laws yourself.. If I was him and saw you following me above the speed limit I would of wrote you up…

    I saw a photo of a city worker at a bank.. Did you interview that city worker to confirm he was at lunch, or are you just pulling “things” out of your overweight over the hill arse like you always do.. I hope you wash them off after you’re done with them, wouldn’t want to spread anything when you’re sharing..

    @Ban the Constant Disruptors. It seems to me like those who hog this forum are doing so for two possible reasons: (1) their constant battle to settle an old grudge; (2) to take this web site down. As the policy of this publisher is fair and balanced, the ongoing disruption by the greedy “hogs” tends to diminish the pledge for “balance.” It’s a pity that selfish motives would serve to deprive others of equal opportunity but I agree that seeing the “same old, same old” arguments over and over again is becoming almost too annoying to bother seeking out informative input. Thank you Sedona Eye Publisher/Editor for allowing my point of view.

  17. Been watching the police and must say that for the most part they seem to be doing a good job. A few times they were speeding and they need to watch that.
