Notice of Meeting & Agenda

Board of Directors of the Red Rock Road Enhancement Maintenance District

April 19, 2016 – 2:00 p.m.

at Village Of Oak Creek Community Center

690 Bell Rock Boulevard, Sedona, Arizona

District Board Meeting Guidelines: The meeting will be held in accordance with A.R.S. Title 38 Open Meeting Laws. Board and attendees participation shall be civil and courteous. Any disruptive behavior could result in removal from the meeting. Comments and questions from the public shall be called upon by the Board Chairman, and shall begin with stating and spelling of the speaker’s name and address. All comments and questions shall be directed to the Board Chairperson. Persons with a disability may request a reasonable accommodation such as a sign language interpreter, by contacting Jennifer Bartos, Improvement District Services, Inc. at (928) 443-9484. Requests should be made as early as possible to allow time to arrange the accommodation. Requests for copies of Board Meeting minutes or other District documents, inquiries, or complaints should be submitted in writing to: Improvement District Services, Inc., 1965 Commerce Center Circle, Suite A, Prescott, AZ 86301.

2. Discussion and possible action to elect a Chairperson and if applicable a Vice-Chair.

3. For Discussion Only regarding the field reports from Green Earth.

4. Discussion and possible action regarding renewal of Green Earth’s contract for Landscape Maintenance.

5. Discussion and possible action on Meeting Procedures and Recording Secretary.

6. Discussion and possible action on a RRREMD website, audio recording and public communication.

7. Discussion and possible action to amend the contract with Improvement District Services, Inc.

8. Status on Resolution 2015-2.

9. Discussion and possible action to change the regular meeting date to the 3rd Wednesday of the 1st month of each quarter.

10. Discussion and possible action to approve a Call of Election for 3 Board positions at the November 8, 2016 election.

11. Discussion and possible action to review and approve the FY 16/17 Tentative Budget and if applicable set hearing date and time.

12. Discussion and possible action regarding a report on administrative services to include District financials.

13. Approve meeting minutes of October 13, 2015.

14. Approve meeting minutes of January 19, 2016.

15. Approve warrants written in January, February and March 2016.

Public Comment Period:

The public will be given the opportunity to comment to the Board of Directors on non-agenda item issues pertaining to the District. This is the time for the public to comment. Members of the Board may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to A.R.S. § 38-431.01(G), action taken as a result of public comment will be limited to directing staff to study the matter, responding to any criticism or scheduling the matter for further consideration and decision at a later date. Two minutes will be allowed for each speaker.

  1. Come out in the open says:

    Looking at the agenda, it appears this board is another one that wants to hide information from the public. You can’t reasonably know what will be discussed based on the agenda. (Open meeting law requires reasonable information on agendas so that the public can be prepared to comment.) Agenda item #8 – Resolution 2015-2 – might be that one about prohibiting board members from talking to the public. (OK for a private company but not for a public body.) At the last meeting, the majority of the board was in favor of prohibiting audio records at their meetings. They were even told that was against AZ open meeting law. One board member said, “I don’t care. I don’t want to be recorded.” In light of what just went on with the school board, you would think this board would be on notice.

    180 degree turn in attitude at the Board meeting on April 19. Looks like they want to be more transparent. Maybe the problems with the school board are making little waves into other boards. The community must stay awake.

  3. WHO RUNS THE VILLAGE? says:

    Looks like Improvement District Services, Inc. has their hand in all the money in the Village, Big Park Wastewater pays them over 300,000.00 per year for “administrative”.
    There are others in the big payout too. Money is leaving the area…….pay attention is right.
