Mainstream Media Inflammatory Rhetoric

Sedona AZ (August 13, 2016) – The following is a letter to the SedonaEye.com editor:

Editor,

newspaper logoOpening e-mail, I was surprised to see a MASSIVE headline claiming Megyn Kelly had some kind of what looked to be a “Mind-blowing Revelation” about why Donald Trump did not want the Debate scheduled at the same time as NFL Monday Night Football. Mr. Trump had said he wanted people to watch the debate and not have to choose between it and an NFL game.

Whether the hype about Megyn’s amazing Revelation came from her or from the outlet source I’m not sure, so I tend to give her the benefit of some doubt – even though the way it is worded makes it look as though she thinks there is a difference.

The base fact is Donald Trump wants people to watch and listen to the debate, which will increase the ratings. I do not believe this rates placement of desire for High ratings in the rocket science category, however, believing as I do, I doubt seriously that Hillary Clinton really wants us to watch the debates. In fact, her dismal record on availability to the press indicates that she wants to hide from any substantive questions.

Why do the headlines almost always tend to overly vilify Trump and substantially glorify Hillary Clinton’s so-called accomplishments and minimize her inconsistencies and outright lies? August 9, 2016.

Since I hadn’t finished this letter (above written August 9) more of the Clinton deception and inconsistencies have surfaced: At Hillary Clinton’s campaign someone noticed the Father of the Orlando Terrorist, i.e. murderer, was seated behind Hillary — and when it was noticed, it was quickly passed off by mainstream media as insignificant! [Note: I do not know for sure, but in general seating protocol those seated immediately behind the ‘Speaker’ are VIPs or invited guests!]

A couple of passing comments by Donald Trump had or gave the excuse for the Mainstream media to try to hang him; one was about a baby that started crying loudly during his speech at a rally and Trump jokingly commented as the mother left the auditorium. The Mainstream media headlined it as “Trump Throws Baby Out!” The press ‘appeared’ to be offended by his remarks while the mother of the crying child laughed and is still a Trump supporter — but the public just hears and maybe sees the incident and are led to believe the insane, garbage news release; a news release which was nothing more than a figment of their imagination to use their artistic or poetic license to deceive.

The other comment was billed as “Inflammatory Rhetoric about Second Amendment Supporters’ yet this same press was thrilled with President Obama’s “The Police Acted Stupidly” and “The Tea Party is an Insignificant Group of Domestic Terrorists.”

Mainstream media hypocrisy knows no bounds and shows up immensely in the case of the Father of the Muslim War Hero as I have stated previously — before I learned about the $375,000 that was paid to his Law Office by the Hillary Campaign, et al.

I quote my previous writing (w/ minor editing):

Mr. Khizr Khan; I have no doubt or qualms about the fact that your son absolutely died a Hero for which I am thankful; however, I question the effect of his presence in the ranks of the United States Army psychologically, simply if he practiced the Islamic Prayer ritual. In light of the fact that US Army Major Nidal Hasan had been accepted as a stellar example of a “Peaceful Muslim American Soldier”[Albeit, in his time at Walter Reed Army Medical Center colleagues and superiors were concerned about his behavior and comments, but anyone who dared to question anything about him was automatically a racist or worse an Islamophobic bigot.] when Major Hasan decided to systematically slaughter and maim his unarmed and unsuspecting fellow soldiers in an “Islamic Terrorist fashion” at Fort Hood, Texas on November 5, 2009.

I think that and other “Islamic Terrorist Attacks” had to make it hard at times to have confidence and trust in your son, by the soldiers that were closest to him, don’t you?

Finally, Mr. Khizr Khan; I want you or anybody to tell me:

  • How anyone that is Loyal to the Tenets (System of belief) or Principles (Doctrine) espoused (Advocated) in the Qur’an/ Koran or any other Islamic documentation can HONESTLY (Honest without “Taqqiyya (sp?)” can take an Oath to Protect or Defend the Constitution of the United States as is Required by Law to be administered to anyone accepting any Public Office and/or accepting citizenship in the United States of America. [I have not found anyone that will even try to explain!]” August 13, 2016

I have been slow getting this letter finished mostly because of being interrupted and other interests, but I need to send this one in tonight.

Dale Gohr, Clarkdale, Arizona, USA

Does this surprise you that the DNC helped to organize and fund agitators to come to Trump rallies and start fights just to make Republicans look bad in the press? Wait until you see what they resort to in order to win. Sickening.

Pull that lever for Trump and try something new. Our nation needs it now.

Did you read the comment that Republicans don’t do this because they follow the rules, a direct quote from that disgusting Democrat Clinton hired to do dirty tricks. Bet there’s lots of Democrats snickering with glee that this is being done. Vile. Offensive. It’s time the Clintons were packed up and sent back to Arkansas including Chelsea who didn’t turn out to be an admirable Caroline Kennedy-type.

Please, friends, do everything you can to help the Trump campaign in the next few weeks. We are about to lose our nation to total corruption, dirty tricks and evil. If everyone one of us is in the fight, we may have a chance.

    No need Trump is toast.

Everything is coming up Clinton. Here are the topline numbers from the most recent batch of head-to-head national polls completed in the past week and a half: Hillary Clinton leads Donald Trump by 12 points (Monmouth), 11 points (CBS News), 10 points (NBC News/Wall Street Journal), 9 points (NBC News/SurveyMonkey), 9 points (Bloomberg/Seltzer), 7 points (Fox News), 5 points (Politico/Morning Consult), 4 points (ABC News/Washington Post), and 4 points (Reuters/Ipsos), and the two are tied in the Trump-leaning and somewhat questionable Los Angeles Times/USC tracking poll.

    And the national averages:

    RealClearPolitics:

    Head-to-head: Clinton +7.2 (Clinton 49.1 percent, Trump 41.9 percent)
    Four-way race: Clinton + 7.1 (Clinton 46.0, Trump 38.9, Gary Johnson 6.4, Jill Stein 2.4)
    Huffington Post:

Head-to-head: Clinton +8.2 points (Clinton 48.9 percent, Trump 40.7 percent)
    Three-way race: Clinton + 6.7 points (Clinton 45.0, Trump 38.3, Johnson 6.8, other 3.8)
Depending on which average you prefer, Clinton’s lead has grown by as little as a tenth of a point (HuffPo three-way) or as much as 1.6 points (RCP four-way) in the past week, and by as little as three-tenths of a point (HuffPo three-way) or as much as 3.3 points (both RCP averages) in the past two. The latest national polling—combined with similarly great news for Clinton in battleground states—continues to drive Clinton’s odds of winning upwards in the numbers-centric forecasts to levels near or above their all-time highs. Nate Silver’s FiveThirtyEight now gives Clinton a roughly 88 percent chance of victory in its polls-only forecast, the best odds its given her since August 17th, and the New York Times’ Upshot puts her chances at 92 percent, the highest they’ve been in that rolling forecast since it began at the start of June. The Princeton Election Consortium, meanwhile, pegs Clinton’s chances at a whopping 98 percent.

One more notch down and Sedona becomes non-investment grade and won’t be able to sell any more reasonably priced bonds which will demolish our city’s cash flow for infrastructure spending and subsidies to the arts. Furthermore, Sedona is the only major resort town in the United States that is shrinking. Meanwhile, Sedona has one of the most notorious anti-small business reputations in the country and a burgeoning deminishment of quality of life standards thanks to your generation of day tripper traffic. Last, but certainly not least, our school district is shrinking and our teachers leaving because we discourage hi-tech businesses from moving here which are generally owned by young entrepreneurs with kids who would enroll in our shrinking school district. And, yet, you sat on a “self-serving, know-nothing, do nothing” economic steering committee who never accomplished anything of value for this town. So, cut your “Sedona’s doing fine” crap, Segner. You’re a major part of the problem here.

You’re a reprehensible coward, little fella! If I’m wrong about you, then why don’t you list for me the economic subjects I’ve written about by title of the articles? Finally, if Sedona is doing so well, then why do we have five million more in debt budgeted for the current fiscal year than projected revenues resulting in the sixth highest per capita debt in the state, why is the Waste Water Enterprise Fund being depleted with CAFR accounting machinations in play to transfer WWE Funds to the General Fund, why are so many of our streets in disrepair and why are so many of our non-tourist related businesses going out of business? All of these matters are way over your head as evidenced by the fact that you can’t even write an intelligible sentence or spell the simplest of words. Frankly, Segner, you’re just a terrible embarrassment to the City of Sedona.

    Summary:
    Sedona, Arizona; Miscellaneous Tax
    Credit Profile
    Sedona excise tax (AGM)
    Unenhanced Rating A(SPUR)/Stable Affirmed
    Sedona excise tax
    Unenhanced Rating A(SPUR)/Stable Affirmed
Many issues are enhanced by bond insurance.
    Rationale
Standard & Poor’s Ratings Services affirmed its ‘A’ rating on Sedona, Ariz.’s excise tax revenue refunding bonds. The
    outlook is stable.
The ratings reflect our view of the city’s:
    · Very strong, 3.3x maximum annual debt service (MADS) coverage; and
    · Strong retail sales base, with per capita retail sales at 205% of the national level, reflecting its status as a resort
    community.
The preceding credit strengths are offset, in part, by our view of:
    · The cyclical nature of the area’s tourist-based revenues; and
    · The city’s rather limited economy that includes its adequate household effective buying income (EBI) of 79% of the
    national level.
Lease payments, which are paid from a first lien on Sedona’s excise taxes that include the city’s sales tax, bed tax,
vehicle license fees, state-shared sales and income taxes, other fees, and forfeitures secures the bonds. Excise,
transaction, privilege, franchise, and income taxes (fines and forfeitures and all charges for services) secure the bonds.
Lease payments are not subject to annual appropriation by the city. The series 1998, 2007, 2014, and 2015 first series,
and 2015 second series (both private placements) excise tax bonds are on parity. The 2015 series bonds refunded the
    city’s outstanding 2005 bonds.
Sedona, with an estimated population of 10,140, is in central Arizona, 27 miles south of Flagstaff. It serves as a premier
tourist, resort, retirement, and art center. While Sedona’s red rock formations have historically been a significant
tourist attraction, tourism has declined due to the economic downturn, but recently released fiscal 2015 figures suggest
a return to growth. Historically, the city has been a wealthy retirement community; the median age of residents is
about 56 years old. Per capita EBI is strong, in our opinion, at 122% of the national level, although household EBI was
only 79% of the national level, which we view as adequate.
We calculate that fiscal 2015 pledged revenues provide a very strong 3.3x MADS coverage. In addition, annual

coverage for the next 10 years is expected to remain above 3.0x. Overall, the fiscal 2015 pledged revenues grew by a
very strong $3.87 million or 23.7% from the previous year. The growth reflected almost exclusively a $3 million or 29%
increase in the city’s sales tax line from the previous year. City sales taxes, based on fiscal 2015 pledged revenues,
contribute about 67% of the total revenue stream. We do not expect this type of growth to continue into the future. We
also recognize that the pledged revenue streams’ rather concentrated exposure to city sales taxes and economic focus
on tourism could lead to future volatility should the city encounter a period of economic decline.
The city’s overall financial position is very strong, in our opinion, as the city’s available fund balances are $11.1 million,
or 77% of general fund expenditures. Sales tax revenues, however, account for over 50% of general fund revenues,
which we consider a high concentration. However, we believe the city’s strong reserves help mitigate its reliance on
sales tax revenues and offer additional revenue flexibility if this source of revenue declines. Management’s formal
reserve policy of maintaining reserves equal to 50% of expenditures provides additional financial stability.
The additional bonds test (ABT) requires 1.5x MADS coverage by pledged excise taxes, which we consider adequate.
While there is no debt service reserve fund, the city covenants to maintain rates such that pledged revenues cover
MADS by 1.5x. We also believe the city’s reliance on pledged revenue makes the town less likely to issue bonds to the
extent allowed under its ABT. For fiscal 2015, total pledged revenue, including all state-shared revenue, accounted for
about 90% of total governmental fund revenue.
    Outlook
The stable outlook reflects our anticipation that pledged revenues will continue to provide very strong MADS coverage
despite the prospect of volatility due to of the city’s economic concentration in tourism and majority sales tax
contribution within pledged revenue. We do not expect to change the rating within the two-year outlook horizon.
    Upside scenario
If MADs coverage were to dramatically increase, the city’s economic b

  22. J. Rick Normand says:

    @steve Segner,

Segner, you’re dumber that a rock. This report is about 2 years old. That’s eons in the field of economics. In your report, dates after that are references to FUTURE-dated bond series. You’re trying to dupe readers into believing this is a current report. It’s not! The give-away is the mention of the census figure of 10,140 which is currently only a little more than 9,000 in reality. We’re still shrinking at a very serious rate…and we’re the only major resort town in the U.S. that is shrinking!

Nevertheless, notice this PURPORTED singular SS report says “While Sedona’s red rock formations have historically been a significant tourist attraction, tourism has declined due to the economic downturn, but recently released fiscal 2015 figures suggest a return to growth.” But then it contradicts itself when it says, “We do NOT expect this type of growth to continue into the future (We’re now in the recited future!). We also recognize that the pledged revenue streams’ rather concentrated exposure to city sales taxes and economic focus on tourism could lead to future volatility should the city encounter a period of economic decline.”

Then, the report contradicts itself again when it says “The city’s overall financial position is very strong…” followed by “Sales tax revenues, however, account for over 50% of general fund revenues, which we consider a high concentration.”

THESE INTERNAL CONTRADICTIONS MAKE IT ABUNDANTLY CLEAR THAT STEVE SEGNER CONCOCTED THIS BOGUS REPORT by cutting and pasting what looked good to him from VARIOUS REPORTS OF DIFFERING DATES. Since you’re a fraud, Segner, and dangerous to the City of Sedona I think you had better read it again and weep!

Meanwhile, I have to point out to The Eye’s readers that Sedona’s “A” grade municipal bond is next to the LOWEST investment grade while AAA is the highest which means that if Sedona’s “A” rating drops just one/two more notch(es) it becomes NON-INVESTMENT GRADE” which means that the City will have to pay FAR HIGHER interest rates on future borrowed money which means more new taxes. As I said before, Segner, you served on the City’s Budget Committee and you don’t even understand bond investment grades. But then, you don’t even understand the report you just posted. Why don’t you give up TRYING TO APPEAR intelligent. Here’s how it actually works Segner:

Liars, cheats and dirt bags. Next the cultural park property will be developed commercially. Never supposed to have happened. More deceit. Suck it up and be prepared for monthly bills from the ivory tower at city hall to have your garbage hauled. The garbage that needs to be trashed IS city hall.

  26. J. Rick Normand says:

    @What They Aren’t Telling You,

I couldn’t agree with you more. Thank you. Although may I suggest that you change your last sentence to read “The garbage that needs to be trashed IS city hall and the corrupt Steve Segner as spokesman for the Sedona Lodging Council and the Chamber of Commerce.”

As usual, his numbers above, provided by the City, are completely irrelevant to any points I’ve made above. Never trust Segner’s conclusions about numbers because he doesn’t understand their meaning in the context they’re presented.
