John Owen Cousin, Arizona Level Two convicted sex offender

Sedona AZ (December 31, 2013) – The Yavapai County Sheriff’s Office is required to release the following information pursuant to ARS 13-3825, the Community Notification on Sex Offenders Law.

Sex Offender John Owen Cousin has indicated that he will be living in the unincorporated area of Yavapai County. It is the responsibility of the Chief Law Enforcement Office having jurisdiction where the offender resides to make notification to the community.

Notification must be made when certain sex offenders are released from Arizona State prison, accepted under an interstate compact or released from the county jail back into the community. Offenders are categorized into three levels: Level One (low risk to the community), Level Two (intermediate risk to the community) and Level Three (high risk to the community).

Sex offender 67-year-old John Owen Cousin has been convicted of a sex offense against children which allows for community notification. He has advised the Yavapai County Sheriff’s Office of his new address at 17071 East Panorama Drive, Mayer, Arizona 86333. Cousin was convicted of two counts of child molestation and failure to register as a sex offender in Yavapai County Arizona.

Cousin is currently on probation and is a Level Two (intermediate) risk. He is not wanted by the Yavapai County Sheriff’s Office at this time.

This notification is not intended to increase fear; rather it is the Sheriff’s Office belief that an informed community is a safer community. CITIZEN ABUSES OF THIS INFORMATION TO THREATEN, INTIMIDATE OR HARASS SEX OFFENDERS WILL NOT BE TOLERATED.

The YCSO would like to remind the public of the Sex Offender Registration and Notification program available at www.ycsoaz.gov. This registry will allow anyone to enter a local address which will result in a list of sex offenders registered in Yavapai County living within a one mile radius of the entered address. Are you threatening this man? It seems so and that is a felony… This paper and these fliers can be very deceiving with the laws.. Not saying this is a good man but the way the laws work now he could have been charged with statutory rape forty years ago against the women he married.. like many of our parents and grandparents.. Please be aware this registration law crap is unjust and biased and many are just plain wrong. The truly sick pedophile types never see the light of day. And with police with zero psychological experience can raise a low level ( one ) to a two or three at a whim… Three is the worse and unless released years ago most likely will never be on the streets again. Many young men and some women who have Romeo and Juliet, pee in public or false allegations for child custody etc are raised from one to two just out of spite by ill informed power hungry cops. Just saying .. its not black and white and you have no legal right to be stalking anyone on the list.

Tetonmoon, did you read this article?

First it says ‘Yavapai County Sheriff’s Office is required to release the following information pursuant to ARS 13-3825, the Community Notification on Sex Offenders Law’. Then it says ‘Cousin was convicted of two counts of “child molestation” (not his wife or Juliet) and “failure to register” as a sex offender in Yavapai County Arizona.

Sedona Eye is doing a service to the community. Now go back to Disneyland.
