Chances of this additional writing at this late date were slim to none as most likely the possibility of it being read are even more remote.

However, having briefly reviewed the expanded agenda information to be presented at the meeting tomorrow afternoon, 3/23/16 at 3:00 PM, Council Chambers, certain elements are very distressing.

First, it seems quite disingenuous for you to claim concern for saving the earth when conditions in Sedona continue to degenerate on a daily basis. If such a concept were true, you would have long ago obtained fair RFP’s for other service contracts and made more efficient demands on the effectiveness of the service being provided. Case in point: How much has the recent contract with the Chamber of Commerce for “Destination Marketing” contributed to the ever-growing and obvious number of day-trippers that have for years become an increasing problem due to inadequate infrastructure to accommodate the vast numbers.

In fact, that hindrance is the main reason I’’ll not attend tomorrow’’s meeting. In order to get out of my subdivision onto SR179 just for shopping to accommodate needs for the entire Easter weekend, it was necessary for me to do so in the early morning hours and be home by noon. Traffic backup will be prohibitive this Wednesday afternoon to reach City Hall at 3:00 in the afternoon, especially considering this is the week before Easter Sunday.

garbage canThe obvious poor planning with the expansion of Tlaquepaque will exacerbate this already congested situation once completed. This is just one example of an active demonstration of realistically failing to practice what you preach: Conservation and sustainability of resources.

The focus of the witch-hunt in Staff’’s presentation is clearly directed at Taylor Waste for having done such a shameful thing as to notify their customers of the potential change in arrangement of Sedona’’s trash hauling. To put the blame on a company for displaying a competent business practice and then further insinuate it is only their customers opposing the proposal is unfounded and unfair.

Attempting to blame garbage trucks for damaging our roads is absurd. And to further imply that tourists, jeep tours, ATV’s, motor homes, moving and construction trucks do not invade our neighborhoods is simply not true. Garbage trucks, realistically, are among the least intrusive.

And you will save us money? Try to convince those of us within the estimated 85% who presently recycle that we will not be paying more for dragging out two bins weekly or biweekly, especially when we currently have efficient means to either support Sedona Recycles with assistance from their volunteers or in person.

Have you considered the effort it takes for those of us with dual hip replacements or other physical nuisances to drag one bin out and in every week let alone the added effort to do so with two?

What about those who leave Sedona for three or four months during the summer to vacation with families who will be denied the fairness of dropping the service during that period of time after the city takes over controlling garbage hauling? And no opt-out options?

But, of course, these questions were all raised during the public meetings and the answers remain void.

Some of us will never have need for bulk hauling, which is presently available through private enterprises on a needs basis.

Clearly it is your determination to force this on us, but kindly refrain from rationalizing and making inaccurate assumptions that objections are solely the result of the letters from Chris Taylor and being made by the customers of Taylor Waste. Going on record for not the first time here, it makes no difference to me who it is would get the bid. Denying the option to have a choice, the same as I had with getting service to my automobile this week, is insulting if not potentially damaging.

This has nothing to do with being “uneducated” or “ignorant” because we do not know the facts. Wake up. We see the writing on the wall. You are not practicing what you attempt to preach when you continue to approve for the demise and living conditions in Sedona, for both residents and tourists.

It obviously doesn’t matter to you how many residents move out of Sedona since you do little if anything to enhance our quality of life. I will no longer walk my dog in our neighborhood because of the filthy, ugly, almost dangerous patched roads, and heavy tourist traffic –- yes – within the neighborhood. No blame on garbage trucks is justifiable for this. Where is your great concern for protecting the environment? Selective and self-serving clearly is the answer to that.

Realizing none of this will make a difference because of your determination to manipulate the results of your public outreach to suit your desires, it really is sad that you are so insensitive and determined to take matters into your own hands with little to no regard for those of us paying the price in more ways than one. And by the way, weren’t you elected to represent our preferences even when they were not in sync with your own?

You will be making a decision affecting the lives of thousands of people for years to come such as was set in motion by a previous council when they entered into multiple year service contracts with yet to be determined valid statistics on the wisdom of those decisions. Of course this time when you opt to move forward it will be only $75,000 of public money –for something again we do not wish to have. But that will also be disputed by the use of your magical manipulative methods which are really far more transparent than you must realize.

Your choice will be either to serve the will of the people – and not the will determined by voodoo methods –or by using the option at your discretion of abuse of power – as in “this is what I think is best for the community.”

As time goes on and remembering how much my late husband loved Sedona, the one thing for which I’’m grateful is he isn’’t here to witness the demise of what we struggled so long and hard for – to make a living and remain here for so many years. To work for and promote the Chamber of Commerce, Library, Humane Society, Elks Club – and now for what? Everything we left big cities for has now consumed our once small town for powerful big city politics that will tell us what’’s best for us? Chuck, my dear husband, you missed only heartache by not living long enough to retire here.

With profound sadness that it became necessary to convey this, but the upside is I’’m in no position to play God and make choices for a bunch of stupid, ignorant people that can no longer think for themselves. How lucky for you to have that option and the arrogance of power to exercise it. Good luck and even better luck to future city councils that will inherent the ongoing questionable decisions being made in Sedona on a daily basis.

    Health, safety, and welfare should be #1 concern. Don’t good parents caution their children about overeating? Or playing with matches? Or having a game of “catch” in the middle of the road is a bad idea? Or maybe not considering your warped state of mind.

    When caravans of ATVs enter the USFS all it will take is one spark from metal contacting with rock to start a massive wildfire. A far cry from once a week garbage trucks from possibly three different companies. Get a grip

    Additional Wastewater Fund Facts per the earlier Proposed Budget:

    The sales tax allocation to the WW Fund is being reduced from 30% to 25% next fiscal year. This is one year early. The City Council rejected the No-Rate-Increase option when it was on their agenda..

    City staff is claiming the adoption of a 3% rate increase for the three years from FY 2021 through FY 2023. The Ordinance the City Council adopted is entitled “Wastewater Fee Schedule 2014-2018.” It doesn’t consider years outside this range.

    The Series 2004 and 2005 Excise Tax Bonds (WW) were refinanced at lower interest rates and saved $1.57 Million over the five-year period of the 2013 Wastewater Rate Study.

    Wastewater spending has been done at a slower pace than the Rate Study projected–around $4 Million less over the five-year period of the Rate Study.

    WW revenue needs are lower than what was contemplated in the Rate Study.

    The 4% annual rate increase for those on the sewer is excessive. Total inflation from July 2013 through December 2015 was 1.42%.

    The Assistant City Manager is claiming there is a goal of making the Wastewater Fund self-sufficient. Is there an old-timer who has documentation that will substantiate the allegation of several citizens that the City promised sales taxes would pay for the sewer plant way back when?

    The City Council needs to freeze WW fee increases for years to come.

    WSR – you are a wacko! Comparing a constant parade of amateur ATV drivers to three legitimate garbage collection companies? Why even jeep tours are professional. At least when John Minnick owned the Pink Jeeps drivers were trained and required a chauffeur’s license. And at one time the USFS was much more stringent on how many trips were allowed and never could the jeeps take tours after sundown, before sunup, and during inclement weather. Free enterprise within licensing and restrictions is far different than unbridled caravans of accidents waiting to happen. You yourself appear to be a disaster that’s already a fact. Better yet – a disaster that continues to occur every time you offer your nonsensical comments.

    Representative democracy is often presented as the only form of democracy possible in mass societies. It arguably allows for efficient ruling by a sufficiently small number of people on behalf of the larger number. Representative democracy has been conceptually associated with and historically instantiated by the political system known as “representative government,”

    Clarissa never took a civics class in high school, we are a Representative democracy.

    Forget the barrel sharers (carts now is it?) and back door service and opportunity for seasonal service. We will ALL be on the hook for monthly bills year round. They are despicable human beings.

    Mayor Sand loves that center seat. Same as the little man Segner – star attraction at council meetings. Maybe Sand is the female version of Napoleon complex? Little people in control. Oh yes.

    Short of some disaster (God forbid but extremely ominous during this very dry, hot spell) they will sit on their thrones in the Ivory Tower and continue to write the script, remaining in denial how many people are really, really hating them these days.

    Facts, folks. But don’t let them hit you in the face or elsewhere with a jolt of reality after it’s too late.

    Tuesday, July 12, City Council will be discussing and probably approve to move forward with RFP’s (Request for Proposals) to those legitimate garbage hauling companies who might even bother wasting their time bidding for the contract since the proposals will be so ridiculously complicated. Trying to even figure out the different options to be included in the variety of conditions considered for the bids seems like a sure detriment for competitive bidding which will leave the door wide open for the city to jump into the garbage hauling business which was probably the plan to begin with.

    Forget the ongoing lack of infrastructure, a chamber of commerce that continues to bloviate about how they, alone, created Sedona (what about God and/or Mother Nature?), and the FACT that this proposal will not include businesses as well as other multi-unit facilities, thus eliminating the nonsense reason that it is the garbage trucks damaging our roads.

    These utter control freaks from the get-go had this planned to push through this concept prior to the election in November. Of course, in Sedona the council slate is frequently decided during the primary vote, which will be in August. However, the vote taken on Tuesday will put in motion the process to slam this through in the near future in order to dictate another faction of a selective few since it will not encompass aforementioned businesses and other exempt properties from succumbing to their control. With emphasis on “control” since the complexion of this seated council totally support this and the determination is set to be made in September, long before the opportunity for the possibility of new faces to become involved. We have been bought but not paid for. Just wait!

    Now those brave enough to attend the council meeting next Tuesday might be braced for a ho-hum reaction as has occurred in the past. And adding insult to injury hear the repetitive, unfair and inaccurate accusation that the only reason we are complaining is because of a letter from one of the garbage haulers. Not true and quite possibly the opposite. As a customer of a competitive hauler I remain incensed the owner of my company didn’t likewise inform their customers of this overbearing proposal for this city to control my monthly expense for garbage service.

    And not ignoring the time my family spends away from Sedona and the opportunity to cancel service during that period? Face it – we will be FORCED to year-round contracts like it or not! In addition to controls you cannot even imagine. And the appearance of trucks from three different companies once a week is a nuisance?

    Wake up, folks. Short of another Referendum to reverse this predicted outcome we will be at the mercy of city-owned garbage cans and probably trucks – all very costly and who will pay? Of course, it will be only the selective few due to omission of all businesses and other exceptions.

    And why? It wouldn’t surprise me if it’s another ego grab to maybe have city owned trash cans personally identified with names of those council people responsible for implementing this future boondoggle to which a solid number of us have already soundly objected. Something similar to a legacy of a Creek Walk named after them? Well . . . maybe not exactly.

    This is to acknowledge my appreciation to the person, “IT’S HAPPENING,” who posted the information about the garbage collection as an agenda item for the Council Meeting on Tuesday July 12th. Having already notified council members by e-mail and joining others that signed petitions objecting to this, the outcome is very important to me. With a smaller size can that even during the summer months with yard trimmings isn’t always completely filled, it’s of concern that I’ll be saddled with not just one, but two huge containers that will be subjected to being monitored weekly if I’m translating projected requirements correctly.

    Having just renewed my membership to Sedona Recycles, and with a kind volunteer in the neighborhood that picks up my recycles, it’s pretty clear that will be my last financial donation to them if this city controls the garbage collection, regardless of which, if any, legitimate company wins the contract. As the article in the Red Rock News, July 8th clearly states, the intention is to “explore the possibility of transitioning from the existing open system to a CITY-MANAGED SYSTEM . . . ” making it very clear the outcome will be for this city to command control of garbage disposal. More government red tape which certainly does not bode well for potential lower costs.

    Since my yard service charges for hauling my cuttings, it’s possible to have them include the small amount of garbage I have which will eliminate completely my need to contract with anyone for exclusive garbage removal. In which case, how fair would it be to insist for people not availing themselves of that service to be required to pay for it? The same as the sewer system, to which this area was never connected, in good faith I prepaid the fee but a few years ago had it refunded because at least that was an option.

    So thanks for the heads-up about this issue being on the agenda next week. Most interesting to me will be the discussion relating to the opportunity for opting out. And since businesses and other exemptions will remain, how fair or even legal will it be to demand payment for a service we neither need nor want?

    1. You can opt out. So do so.

    I thought that it was “very clear” that this is NOT a done deal. So why don’t you stop stirring the pot and let the process play out.

    Who this is all about amounts to 6 air heads (Mark DiNunzio wisely removed himself from this pack of no-gooders) that have no regard for the State Open Meeting Law. In all probability the decision to approve was already made at the suggestion of Steve Segner at one of the gala soirees at his estate in Oak Creek Canyon. He and the Chamber run everything else and have already been assigned to monitor those of us looking forward to exercising our right to operate vacation rentals in our homes.

    These people will approve it based on their own thinking, that it’s best for the community regardless of what we, the people that will be footing the bill, think or prefer. As for the opting out part, ha, that remains to be seen since it was Karen Daines, Asst. City Mgr. and leader of the staff pack on this issue made it very clear at public meetings it will require 5000 subscribers to make it work.

    Also convenient these bids go out in July and the decision made in September, the season when so many will be at summer homes or on vacation, unaware the souls of Sedona residents are being purchased by the people who were elected to represent US and not THEMSELVES. And this coincidentally(?) is taking place just prior to the election that offers a chance for us to have equitable representation.

    Be proud, cowards, and take pleasure in shooting us all in the back. It seems to be the current trend these days.

    @Just Sayin’, if you are referring to the RRNews article, Friday, July 8th edition, there is absolutely no specific mention of an opportunity to opt out. The most it offers is, quoting in part Karen Osburn: “The council wanted to receive proposals that contemplated many different service scenarios, service options and pricing options, so the RFP is pretty exhaustive.”

    That being FACT of what was said, there is no sure thing Mrs. Maddock or anyone else will have an opportunity to opt out or what penalty could possibly be imposed if that is also among the “options.”

    So don’t mislead, Just Sayin’ aka Know it All. Read the article yourself and provide the proof where you make the brazen statement:

    These are the things ESM has done besides complain about the above:

    1). Wrote numerous letters complaining about the above to various city employees(bothering them with her BS)

    I see a pattern here of finger pointing and complaining with no action taken …..
    I smell a BS artist and a irrevelsnt city resident desperately needing attention

    Heaven forbid Eddie or anyone else should bother our royal city employees. After all , they know what is best for we lowly residents who pay their salaries. How dare we speak up about something we don’t like. City employees feel they have better things to do than serve residents. Like going to chamber of commerce functions, long lunches and working only 4 days a week for full pay. Oh yes, then there is the planning for the one month off paid the city employees have every year after the first year of employment. They just don’t have time for residents BS.

    Thank you West Sedona Resident (aka Chicken One & Two, etc.) for such a rousing review of my accomplishments – especially beginning with destroying the oldest tree at the Sunset Park when, because of the expansive area, with a bit more planning it could have been avoided for installation of the splash pad. What happened with the concept of preserving Sedona’s natural environment?

    Anyhow, that alone was confirmation of your true identity since you once slipped and used your real name when you panned me about that at the time of the incident.

    However, what puzzles me is why in the world do you waste your time keeping track of and scrutinizing my activities? Spooky. And if you have inside information about city staff’s complaints about my annoying inquisitions, then I assure you I will share your comment but only apologize when and if I have confirmation of your allegations directly from the people involved.

    As for city council members, I really cannot think of any with whom there’s been a problem with communication, even agreeing to disagree, perhaps with one exception. And guess who that might be.

    Better hurry and have ADOT make the alterations to Midgley Bridge so I don’t go jump off after reading your insults. NOT!

    Sorry to disappoint you, WSR, but in less than one hour after I sent an e-mail with your first list of complaints and my response to the Mayor and most members still remaining on the council, I received two phone calls from council members, and as of today three e-mails from pertinent city staff members and as well as e-mails from two others on the council. As the Mayor declined responding, I can well understand because of a busy schedule. However, I hereby extend my appreciation and kind words from those that, indeed, took the time to reply, and especially for words of encouragement.

    In answering those who questioned why I would even bother to acknowledge such a rude attack from an unnamed person, in general it was to let them know they were not alone in being under siege, the only difference being they ran for an elected position. And to further qualify the point in question, more important was to confirm whether or not there was a lick of truth to certain allegations made by this self-appointed no-it-all individual. And the truth is, the responses I had from staff were extremely encouraging, even with requests to please continue what I’m doing.

    Those e-mails are of public record in case you wish to confirm since you didn’t bother to do so with the list of complaints you took upon yourself to share with really in general a very uninterested public.

    So why not try to put a lid on it, zip it up, and maybe take a hike next time you need to blow off steam.

The cultural park fiasco to name another. The Chamber of Commerce ripoff is the largest single ripoff of the residents ever. Most of the citizens of this god forsaken city don’t even know how much they are disregarded and disrespected. So if this trash takeover goes through you can bet it is not in the best interest of the citizens. It is simply a money grab by the city. A pet project of Mayor Sandy, a major supporter of sedona recycles, whom the city already funds with taxpayer money. Can you say a severe conflict of interest.

    Once they allowed the breakdown of city commissions that were required to play by the rules and remain transparent (a word missing from city official’s vocabulary) things went down hill even faster. How many are really aware it’s the same group of people running absolutely everything in this run amok city? Under SB 1487 it will be interesting if funding isn’t cut because of the slopping ways of this administration. For city businesses to be paying the taxes for an alleged “city of Sedona” visitors center is irresponsible not to say counter productive to promote the hands feeding city coffers. The exchange to promote out of area businesses is crazy and those same people will not be paying monthly bills from incorporated city as they reap financial benefits without having paid to play. Sound familiar? And how much revenue is being lost to the state and city of Sedona by this irresponsible activity?

    The person claiming that someone referred to as a Cake Lady is the only person in Sedona that’s less than enchanted with many administrative decisions? C’mon – get a grip. You must be living within the purported hallowed walls of city hall, speaking only to the handful of people causing the ongoing disruption and bad, bad decisions that continue to ruin this once delightful place.

    The best case scenario would be for city hall to magically disappear into a huge sinkhole with all inhabitants to never be seen or heard from again. And don’t think it can’t happen. The amount of water that’s seeped into the joint over the years – into the mold-invested foundation and in some cases beyond is evidence of the crappy construction, and one of this city’s first major blunders since incorporation.

    Good luck, Suckers. It ain’t over until Ship Sedona sinks to the depths it’s earned. My opinion – nothing to do with some cake-person which term seems to be another cop-out offered when frustrated idiots cannot face the truth.

    Bring on the garbage excavators to tackle City Hall.

    Cutting quickly to the chase here, it is with pleasure to announce City Council decided to drop further pursuit of their quest for the city to take over our garbage/recycling service. It, however, wasn’t done without a handful of snide remarks and criticism to what quite possibly they still consider as coming from only a “vocal minority.” However, the unexpected cost of service if contracted was most assuredly not what they had anticipated. So, in spite of snide accusations to those opposing city control, they reluctantly rejected the idea but in so doing qualified the $75,000 spent for the study as having been justified in spite of the outcome.

    A special thanks should be acknowledged to those that took time to speak during the public forum. All speakers were well prepared and offered varied reasons to uphold their opposition. It was further made apparent the council must at least to some degree realize that if approved they could anticipate the advent of another Sedona Referendum to overturn the extremely unpopular proposition since one council member did, in fact, mention it.

    After almost a year this controversial beast has been put to bed. With the anticipation of two fresh, new faces on the city council the first of the year, let’s all hope there will be a chance to resurrect the nature of the reason for incorporation and restore a sense of appreciation for the residents of incorporated Sedona – those that started the engine of the monster in the first place. Are any of them still around?

    The Sedona city council voted not to move forward even after the election when it would have been easy to vote “yes”, they looked at all the facts and chose not to move forward.

    Now you can get back to hating city employees, the chamber, hotels,day-trippers and sewer fees.

    I often wonder what it must be like to get up each morning with such profound hatred
    for government, sure in your belief that the economy will crash before you savings run out and daydreaming about the way it was.

For this city council to have the audacity to even put out RFP’s to the garbage haulers with questions equivalent to applying for a job with the FBI or CIA, and then on the other hand never, ever demanding an equal investigation for the multi-million $$$ advertising contract with the chamber of commerce is appalling. When suggested by John Martinez at a recent council meeting to do so, the CEO of the chamber pouted out her little lip, much like a two-year old about to throw a tantrum, and whined “why would you do that?” as her cohort, a member of the chamber B of D follow up with the irrelevant statement that “no one would LUV you like we do!” Childish and irrelevant. Beyond the pale in disgust was the performance IMO. Not to mention an ongoing scam the likes of which Sedona never deserved and you, Sir, as the spokesman of both the Lodging Council and chamber of commerce, have served them well to make this idiotic situation happen.

    So, Sedona residents, (legitimate) maybe it’s time to even consider a recall of this blatant, irresponsible city council, most if not all members having been heavily financial sponsored (bought and paid for) by the likes of Steve Segner and those individuals that continue to pull all strings at city hall. (our city hall – NOT theirs)

    There is a revolution brewing not only nationally but locally as well. This bias approach and insult to our local service providers in an attempt to stamp out free enterprise in not-so little Sedona is unacceptable and it needs to cease. And had the decision been made to move forward with the well-orchestrated plan, you can take some of the city profits you claim you never benefit from (that’s a joke) and bet it against the chances there wouldn’t have been an immediate ballot Referendum to overturn that council’s decision. Your ignorance exceeds your overbearing control – again my opinion.
